<br />8. That the special conditions causing the undue hardship, namely the presence of future right- <br />of-way for Quicksilver Street, and location of the future stonnater ponding area, which does <br />not result from the actions of the owner of the Subject Property. <br /> <br />9. That if granted, the Variance will not grant the Applicant any special privilege that is denied <br />to other owners of lands, structures or buildings in the same district. <br /> <br />10. That if granted, the Variance will not be materially detrimental to the purposes of the <br />Ramsey Zoning Chapter or other property in the R -1 Residential District. <br /> <br />11. That if granted, the Variance will not violate the intent and purpose of the City's <br />Comprehensive Plan. <br /> <br />12. That if granted, the Variance will not impair an adequate supply of light and air to adjacent <br />property, substantially increase the congestion of public streets, or increase the danger of fire, <br />or endanger the public safety, or substantially impair property values within the <br />neighborhood. <br /> <br />13.
