person, Chief Way and Capt Dwyer described the department's shifts and how the officers <br />rotate, but advised that the City of Nowthen would have input an an officer. The Police Chief <br />would makethe final decision on which officer would be assigned. Chief indicated that he <br />envisioned four officers rotating through the Nowthen contract. Councilmember Dehen asked if <br />the department would need to increase staff, or if they could use an existing officer to fill the <br />position. Chief Way advised that the department was currently at the minimum number of <br />officers needed to provide services to the citizens of Ramsey. He added it would be necessary <br />to add officers for any additional services being proposed. <br />Copt Dwyer asked what the City of Nowthen's priorities were for enforcement activities. <br />Councilmember 01mon stated that there were issues with ATVs, driving complaints, a sense of <br />security, and patrol services in the business area. They also discussed concerns with parking in <br />the downtown area. Councilmember Meyer added that there were issues with afterhours <br />~, <br />activity in the parks. Chief Way asked about the city's current ordinances as they relate to ATV <br />use and enforcement. <br />Chief Way and Capt. Dwyer asked about the days of coverage and number of shifts to include. in <br />the proposal. Councilmember Meyer requested that the proposal include one (1) officer, five <br />(5) days a week and one (1) officer seven. (7) days a week. Councilmember Olrnon indicated. <br />that she would like the five day bid to be a Wednesday thru Saturday coverage. <br />..Copt Dwyer discussed the historical data, including "Part 1 and 2" and "Part 3, 4, S" crimes as <br />they relate to enforcement for the city. They also discussed the activity levels at Bar None <br />during the contracted shift as well as hours outside of those contracted. Chief Way indicated <br />that he did not have an answer on how the calls would be handled outside the contracted <br />times, and/or how those calls would be billed. <br />Copt Dwyer advised that the officer shifts are 8.5 hours per day. Ramsey works a six (6) days <br />on, three (3) days off work rotation, which will require more than one officer to fulfill the <br />contract. <br />Copt Dwyer went into squad options. He indicated that Ramsey currently has a "used" vehicle <br />available that might bean option. He also stated that Ramsey has the equipment for that car <br />and that Nowthen may be able to purchase it. Mention was made as to maintenance costs with <br />a used squad versus purchasing a new vehicle. <br />Chief way asked about the liability by each city for the officer. Chief Kapler advised that the fire <br />department considers the firefighters as Ramsey employees; however, Nowthen adds workers <br />compensation insurance. The league of MN Cities would be consulted in the area of liability. <br />Garage and office space was discussed.. Space is available at the Nowthen Fire Station for a <br />squad and a computer is available. Consensus among the group was that. the officer would <br />start and end each shift in Ramsey. <br />Chief Way advised that it may take a couple weeks to complete a proposal with the information <br />received from today's meeting.
