i~ HORNER <br />SELECTED HIMLE HORNER STAFF <br />John Himle <br />John Himle is founder and a shareholder in Himle Horner Incorporated and assists clients in the areas of strategic counsel, <br />public affairs, reputation management, marketing, corporate communications and crisis management. <br />Himle formerly was president of the public relations firm Himle & Associates, Inc., prior to that, Executive Director of the <br />Minnesota Agri-Growth Council and Government Relations Assistant for Northwest Bancorporation, now Wells Fargo. <br />First elected in 1980, Himle served five terms as a member of the Minnesota House of Representatives and held leadership <br />positions including Assistant Majority Leader, Floor Leader and Assistant Minority Leader. Appointed by Governor Carlson in <br />1991, Himle also served eight years as a member of the Metropolitan Airports Commission where he was responsible for <br />overseeing the governmental approvals and construction program related to the $3 billion expansion of the country's 10tH <br />largest airport. <br />Himle graduated with a B.A. in economics from Gustavus Adolphus College in St. Peter, Minnesota. Among his current <br />outside activities, Himle is a corporate director of the Kraus Anderson Companies, atrustee/Vice Chair of the Minneapolis <br />Institute of Arts, and First Vice Chair of the Public Affairs Council in Washington, D.C. He is a former president of Central <br />Lutheran Church (downtown Minneapolis) and Normandale Lutheran Church, a Trustee of the Nature Conservancy/Minnesota <br />Chapter, co-chaired the Breck School Annual Fund and previously served on the boards of Gustavus Adolphus College, <br />Freshwater Foundation and Children's Heart Fund. He has been actively involved in politics from the precinct to the national <br />level since 1972 and is a frequent speaker to business, civic and political organizations. <br />Todd Rapp <br />Todd Rapp is a shareholder in Himle Horner Incorporated. He provides counsel and strategy in areas of media relations, <br />public affairs, coalition development, grassroots advocacy, and corporate and crisis communications. <br />Prior to joining Himle Horner; Rapp served as Director of Minnesota Government Affairs for Xcel Energy (formerly Northern <br />States Power Company). In this role, he developed and managed company strategies for legislative affairs in the areas of <br />energy, environmental and tax policy. In the fall of 2000, Minnesota Law and Politics magazine included Rapp in their list of <br />top lobbyists in Minnesota. While Himle Horner is not a lobbying firm, Rapp's experience in issues management, <br />organizational strategy and crisis communications merge comfortably into Himle Horner's core functions. <br />Page 8 of 11 <br />
