Councilmember introduced the following resolution and moved for its. adoption: <br />RESOLUTION #09-02-_ <br />RESOLUTION AUTHORIZING STAFF TO APPLY FOR FIREWISE GRANT <br />MONIES TO ADDRESS DEAD AND DYING PINE STANDS <br />WHEREAS, predisposing agents, including drought, European pine sawflies, and <br />a hail event have weakened the defense systems of many pine trees, making them more <br />susceptible to certain pathogens, including Diplodia; and <br />WHEREAS, multiple stands of pines have exhibited symptoms of severe dieback <br />and/or death; and <br />WHEREAS, these stands of dead and/or dying pine trees pose a potential fire <br />hazard to surrounding homes and structures and, if left unmanaged, will provide .ideal <br />breeding sites for pine bark beetles, leading to potentially even greater tree losses;. and <br />WHEREAS, through a joint effort between Ramsey and Andover, Staff has been <br />reviewing possible options that may be available to assist landowners most severely <br />impacted by this situation; and <br />WHEREAS, funding through the MN DNR's Firewise program may be available <br />to assist interested and willing landowners address this situation; <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the Ramsey City Council hereby authorizes Staff to apply for Firewise grant <br />monies, jointly with the City of Andover, to address and. mitigate the mortality <br />and dieback occurring within certain pine stands. <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Councilmember ,and upon vote being taken thereon, the following voted in <br />favor thereof: <br />and the following voted against the same: <br />and the following abstained: <br />and the following were absent: <br />Whereupon said resolution was declared duly passed and adopted by the Ramsey City <br />Council this the 24~' day of February, 2009. <br />-91- <br />
