Project Proposal 3
It is understand there are likely reservations and prevalent encroachment issues by

surrounding residents to site #1. It is important to note the site has been designed in

consideration of such issues and planned accordingly. Large spruce trees will line the backdrop

of the working site and wi11likely actually create additional privacy to the surrounding residents.

Furthennore, the intent of the garden site is to create peaceful reprieve so any additional foot

traffic, beyond initial establishment and maintenance, is again, likely to be less than existing

traffic to the site by its current improper usage.

. Site #2 -located at the intersection of County Road 5 and Sunwood Drive. Attachment A

-.
provides a photograph of this site also. This site was recommended by the city as opposed to site

#2 for purposes of avoiding potential neighborhood encroachment issues produced by site #1. It

is approximated, due to the larger size and greater grade decline of the site, 300 yards of clean

fill would be necessary for ADA ground grading compliancy and initial site preparation. The

recommended grading requirements ~one would evaporate the majority, if not all, project

dollars. Utilizing this site would require either financial or lot preparation assistance from the

city in some manner in efforts to facilitate the less favorable site conditions. Additionally, given

the extreme traffic conditions only growing in severitY along County Road 5, there is concern

over longevity of the existing vacant site at the intersection. With the likelihood of forthcoming

traffic control alterations to occur in the surrounding area of site #2, impediment upon the serene

site will occur. Other immediate concerns of the site include current traffic noise and pass

through foot traffic with the dirt trail that is the common cut-through for elementary and pathway

traffic; posing a greater risk of increased wear and tear, vandalization, and lessens the project

sponsors abilities to maintain the site as easily as compared to alternative site #1.

It is the continued intention to work with city officials in determining the most preferred

site and project specifications to appeal to all parties; city administration, city residents and

neighboring community members.

-12-
