Councilmember McGlone suggested surveying the City and seeing where it is a problem and just
paving over a little further in those areas.

Public Works Supervisor Reimer stated that if you moved the paving over, you would just create
a "Talladega" in that situation because people would just keep moving over.

Councilmember McGlone asked about the rubber whip things that are found in tunnels and if
they could be used in these situations.

Public Works Supervisor Reimer stated that he thinks there would be a lot of phone calls because
people may not want them in their yards.

Public Works Director Olson stated that Nowthen Estates was not included in the estimates in
the packet and noted there are some other proj ects that may also be coming up, such as
Chameleon Street or Ute Street. He noted that there is a bit of uncertainty with the budget
because the projects mayor may not move forward based on possible counter petitions.

Councilmember McGlone stated that he also noticed that Andrie Street is not included.

Public Works Director Olson stated that this is because Andrie Street will almost entirely be
completed with State Aid funds.

City Engineer Jankowski reviewed the updated budget information that he distributed. He noted
that the City, in the past, assessed 50% for overlays and noted that the City is in the second year
of phasing out the assessment for seal coating so it will be a 36% assessment this year. He stated
that there was a surplus from 2008 of $95,779 because the overlay was not done on Andrie Street
and 164 th Lane.

City Engineer Jankowski stated that he would like to complete a feasibility study for these
improvements.

Councilmember McGlone stated that bids for projects have been coming in lower than expected,
so there may be more money available than the City thinks.

Public Works Director Olson stated that it is always a "crap shoot" and they never really know
what the projects will be bid at, especially with the changing oil prices.

Chair Elvig confirmed that the feasibility studies are completed internally.

City Engineer Jankowski stated that he needs feedback from the Committee on possible
assessments for projects, such as Dysprosium Street, which is basically a reconstruction.

Public Works Director Olson stated that the difference is that the street is 44 feet wide now and
the City put off reconstruction because the City wanted to see what would happen with the
realignment ofTH 47.

Public Works Committee / January 20, 2009
Page 5 of 9
