than the proposed language. - agreed. Wetland setback - This section contains an ISTS setback
from non-protected water wetlands. This is optional and staff recommends against incorporation
of this language in the ordinance. - agreed. Maintenance - This section contains the rule
language for required maintenance on a tan1c The rule only requires that the scum and sludge be
measured or removed at least every three years. A local ordinance may set more frequent
maintenance requirements, pumping and not just measuring, reporting to the City of maintenance
activity or any other more restrictive maintenance program the City may desire. Staff is
recommending adopting the language proposed by MPCA. This is a reduction in what the City's
current policies require. The pumper would no longer need to report pumpings to the City. - The
Road and Bridge Committee suggested leaving this language out completely. Alternative and
Experimental Systems - If a local government wants to allow alternative or experimental systems
in their jurisdiction, they must adopt Chapter 7080.0910. Staff is recommending against
inclusion of this wording. - The Road and Bridge Committee voted this language in. Land
application of septage - This rule requires that septage be applied according to federal, state and
local requirements. Staff is recommending against inclusion of this wording as there is little
need for land application of septage in Ramsey due to the availability of dumping stations. -
agreed.

Consensus of the Road and Bridge Committee was that the City Attorney should review the
revised draft of the ordinance and that it. be presented to the City Council for introduction
consideration.

Case #6:

Report on Swimming Pool Costs

City Engineer Jankowski stated that he was directed to research the costs of a municipal
swimming pool. He contacted several larger consultants who design and construct pools and
other recreational facilities and he presented the informational packets he received. It appears if
the City is looking at a municipal pool, you may be looking at a range of about $2 million - that's
for an outdoor pool. Many communities are pursuing multi-recreational facilities - pools with
community centers, senior areas, libraries, etc.

Councilmember Haas Steffen suggested maybe the City should approach the school about doing
something in conjunction with them.

Mayor Gamec mentioned buying a brick for the pool in Anoka.

No real consensus was reached.

ADJOURNMENT

Consensus was to adjourn the regular meeting of the Road and Bridge Committee at 8:38 p.m.

Respectfully submitted,

Road and Bridge CommitteelNovember 18, 1997
Page 70f7
