<br />Attachment B <br /> <br />Summary of Proposed Changes <br /> <br />9.11.11 Permitted Encroachments. The following shall not be considered as <br />encroachments on setbacks and height requirements of the City Code: <br /> <br />a. In any-yaR:ls yard: off-street parking spaces, terraces, awnings, canopies, <br />steps, chimneys, flab poles; <br /> <br />b. Fences, walls and hedges: notwithstanding any other provisions of this City <br />Code, fences, walls, and hedges are permitted. in or along the edge of any <br />residential yard; <br /> <br />c. In rear yards: recreational and laundry drying equipment, arbors and <br />trellises, balconies, breezeways, open porches, detached outdoor livirlg <br />rooms and private garages, providing a setback of five (5) feet or the depth <br />of any existing easements, whichever is greater, is maintained; <br /> <br />d. Height limitations shall not apply to barns, silos, and other structures on <br />farms, church spires, belfries, cupolas and domes, monuments, water <br />towers, fire and hose towers, observation towers, chimneys and <br />smokestacks, t1ag poles, telephone poles, and parapet walls not extending <br />more than four feet above the limiting height of the building. <br /> <br />9.12.03 General Provisions. Subd. 11. Flags. <br />The display of t1ags shall be permitted in all districts. However, the total square footage area of <br />any ~flag used as advertising copy or as attention getting devices for commercial purposes <br />shall be considered as permanent signage and counted towards the total allowable sign area <br />permitted by this Section for the parcel on which the flag(s) is displayed. Flag height is <br />restricted to twenty five (25) feet. <br /> <br />The height of a flag-pole may not exceed forty (40) feet. or the building height regulations for <br />the underlying district where the pole is located. whichever is less. The flag length may not <br />exceed 25% of the flag pole height. and no more than two flags per pole are permitted. Footings <br />for Hag-poles are subject to review by the Building Official or his/her designee. Flag-poles are <br />subiect to a setback equal to the height of the Hag-pole from all property lines or public parking <br />lots. <br /> <br />17 <br />
