<br />Subd. 3. Zoning Administrator Review. The applicant shall submit the <br />application materials for the proposed project to the Zoning Administrator at least thirty (30) <br />days prior to a regular Planning Commission meeting. The application materials shall consist of <br />the following: . <br /> <br />a. Completed site plan application; and <br />b. Application fee and escrow deposit, in an amount as determined from time <br />to time by. City Council resolution; and <br />a.' Information as required by 9.03.06, subd. }this Section; and <br />b. Any other information determined necessary by the City. <br /> <br />Subd. 4. Administrative Site Plan Review. Under certain circumstances. the Zoning <br />Administrator mav approve Site Plans for expansions of existing Buildings administratively. <br /> <br />a. The Zoning; Administrator may approve Site Plans administratively if all of the <br />following circumstances are met: <br /> <br />1. The expansion. is c.ontiguous to an existing Building previously approved <br />through Site Plan Review and Building Permit: and <br /> <br />2. The expansion is less than or equal to 20% oftlle existing Building according <br />to the approved building permit(s) for the existing Building: and <br /> <br />3. The expansion does not exceed 43.560 squm;e feet of disturbed area: and <br /> <br />4. The. expansion is not located within the Flood Plain. Scenic Rivers, <br />Environmental Protection. or Critical Rivers Overlay District. <br /> <br />5. The expansion does not expand anv non-conforming orconditional use. <br /> <br />b. Site Plan submittals meeting the requirements of Subd. 4.a of this Section will still <br />be reviewed by all applicable agencies in addition to the City in accordance with all <br />applicable regulations and within time . limitations in accordance with Minnesota <br />Statute. <br /> <br />Subd. 5. Full Site Plan Review. Site Plan submittals that do not meet the <br />requirements of Subd. 4 of this Section shall be reviewed by the Planning Commission. +he <br />Plnnning Commission :Jhall revievl the site plan submittal. After said review, the Planning <br />Commission shall make a recommendation for approval, denial, or modification to the Council. <br />The Planning Commission shall draft findings of fact to support a recommendation of denial. <br /> <br />The Council shall review the site plan submittal and either approve the site plan-or adopt findings <br />of fact and deny the application. The Council may, as a condition of approval, require certain <br />additional conditions in the proposed development pemiit. <br /> <br />Subd. ~4. Development Permit. Following site plan approval and prior to <br />construction of any required site improvements, the applicant shall enter into a development <br /> <br />5 <br />
