Parks Supervisor Riverblood advised that the MPCA owns that, which means that the State owns
and maintains the landfill. He explained that the MPCA is very liability conscious. He stated
that a number of years ago it had been proposed to shoot fireworks from that site and the MPCA
was not open to that use. He advised that the city did ask the MPCA for permission to route a
trail from the underpass at Sunfish Lake Park through that property and connecting to Alpine
Park, near the discovery garden loop. He stated that when they are able to develop the underpass
they would also be able to have that trail connection.

Commissioner Shryock realized that while this may not be an option for the immediate future, it
would be fun to have an activity, such as sledding, in that area.

Parks Supervisor Riverblood advised that there would also be concern regarding the well heads
and other liabilities. He stated however that when they had requested to connect the fence at
Alpine Park for the off-leash area the request was approved. He explained that while the MPCA
is concerned about liability issues they seem able to cooperate with simple request similar to that.

ADJOURNMENT

Motion by Commissioner LaMere, seconded by Commissioner Shryock, to adjourn the meeting.

Motion carried.

The Park and Recreation Commission meeting adjourned at 8:35 p.m.

Respectfully submitted,

.~

Leonard Linton
Civil Engineer II

ATTEST:

#7 --

Mark Riverblood
Parks Supervisor

Drafted by Amanda Staple
TimeSaver Off Site Secretarial, Inc.

Park and Recreation CommissionlDecember 11, 2008
Page 13 of 13
