<br />work plan was on the consent agenda, but that item was pulled and placed as a case at the end of <br />the regular agenda. He advised that when the discussion finally took place there was <br />conversation regarding why this item was being brought forward now. He stated that the <br />Council determined that they should hold their strategic planning session prior to discussion of <br />the work plan, so that they could identify their priorities for the community first. He advised that <br />the Council intends to meet with each Board individually after their strategic planning session to <br />help formulate a work plan. He stated that two Councilmembers commended this group's work <br />in the past, as well as all of the boards and commissions work, and wanted to see some <br />recognition of that in terms of passing the work plan and then revising it if needed after the <br />strategic planning session and joint meetings. He advised..that ultimately, City Council tabled <br />any action on the work plan until after the strategic planning session and joint meetings have <br />occurred. He thanked those Board Members that showed up for the work session discussion, <br />even though the work plan was not discussed until the end of the regular City Council meeting. <br /> <br />Chairperson McDilda confirmed that City Council and staff will work together during the <br />strategic planning session. <br /> <br />Environmental Coordinator Anderson confirmed that the City Council and staff would work <br />together to identify the goals and priorities for the City for the 2009 year and then determine a <br />plan to reach those goals. He explained that if the Council does not know what their priorities <br />are at this time, they did not feel comfortable approving a work plan for the Board. He advised <br />that the Council was potentially in agreement with the water conservation and top soil ideas, but <br />was questioning some of the other items the Board had included with the work plan. <br /> <br />Board Member Max thought that the items regarding education and the Environmental Expo <br />would be accepted, as education of the public is an important purpose of the Board. <br /> <br />Environmental Coordinator Anderson agreed that education and those events, such as the Expo <br />and the Arbor Day Event, are important for the Board. <br /> <br />Board Member Bentz questioned if the strategic planning session is something that would be <br />completed after the meetings or if it is something that could be a long drawn out process. <br /> <br />Environmental Coordinator Anderson explained the process, a two-day meeting, with a draft <br />being completed by staff and then approved at a later Council meeting. He advised that this is an <br />important process, especially with new members on the Council, to develop the priorities of the <br />Council and staff, and get everyone working together on the same page. He advised that while <br />the meeting would only be a two-day event, additional time would be needed for staff to <br />complete the draft and related work. <br /> <br />Board Member Bentz questioned if the Board would be in limbo until this takes place. <br /> <br />Environmental Coordinator Anderson explained that the Council did not take action on the work <br />plan, but he thought that the Board could move forward with certain aspects of the work plan. <br />He thought that the Board should continue to operate as is, until further direction is provided.
