CASE # 3 <br />ADOPT INTERIM ORDINANCE FOR A TEMPORARY MORATORIUM ON WIND <br />TURBINES AND GENERATORS FOR THE PURPOSE OF DEVELOPING <br />PERFORMANCE STANDARDS/REGULATIONS WITHIN THE CITY OF RAMSEY, <br />ANOKA COUNTY, MINNESOTA; <br />CASE OF CITY OF RAMSEY <br />By: Tim Gladhill, Associate Planner <br />Background: <br />On February 24, 2009, City Council introduced an Interim Ordinance for a moratorium on the <br />construction of wind turbines and generators within the City of Ramsey. The Interim Ordinance <br />is now eligible for adoption. <br />Also on February 24, 2009, City Council met in Work Session to discuss policy direction for <br />wind turbine and generator regulations. That policy direction will be used in drafting the study <br />on wind turbines and generators, tentatively scheduled to be completed in early summer. A draft <br />ordinance is proposed to be presented to the Planning Commission at their August meeting. <br />The moratorium is proposed to be effective from April 11, 2009 through October 11, 2009. The <br />purpose of the moratorium is to provide time to study and consider regulations on wind turbines <br />including, but limited to, height, placement, setbacks, and architectural standards. <br />The following items are enclosed for your information: <br />a) Proposed interim ordinance <br />Notification: <br />A public hearing is not required to adopt an interim ordinance. <br />Funding: <br />Drafting of the Interim Ordinance is being handled as part of regular staff duties. <br />Recommendation: <br />Staff recommends adoption of the interim ordinance. <br />-225- <br />
