CASE.# 1 <br />APPROVE CONTRACT AMENDMENT FOR DESIGN OF ARMSTRONG <br />BOULEVARD IMPROVEMENTS - IMPROVEMENT PROJECT #06 -20 <br />By: Leonard Linton, Civil Engineer II <br />Background: <br />The City entered into a Joint Powers Agreement with Anoka County on May 12, 2005 for <br />construction of the Regional Roadway Improvements associated with Ramsey Town <br />Center. The agreement covered improving Armstrong Boulevard, Ramsey Boulevard, <br />Sunfish Lake Boulevard and Bunker Lake Boulevard. The Ramsey Boulevard <br />Improvements have been completed. The Sunfish Lake Boulevard improvements have <br />been started and will be completed in 2009. The Armstrong Boulevard improvements <br />were scheduled for construction in 2009; however, during the plamapproval process in <br />2008 the City Council directed that the option of constructing an overpass be explored. <br />The County and City have been studying the options for an overpass over the BNSF <br />tracks and TH 10 at Armstrong Boulevard and have drafted the attached amendment to <br />the Joint Powers agreement. This amendment covers preliminary design and <br />environmental documentation for the grade separated interchange at TH 10 and <br />Armstrong Boulevard. The estimated cost for the preliminary design and environmental <br />documentation is $500,000. <br />The County has requested that the City continue to move forward with plans for the <br />Armstrong Boulevard — Bunker Lake.Boulevard intersection, with the plans bid in late <br />2009 for 2010 construction. The work will include traffic signals, turn lanes and divided <br />medians. These plans will be brought to council for review and approval at a future date. <br />The construction estimate for the Armstrong Boulevard — TH 10 intersection was $4.0 <br />million and was rejected by the City Council last fall in order to explore options for an <br />interchange. The construction estimate for the Armstrong Boulevard — Bunker Lake <br />Boulevard intersection with a traffic signal is $ 1.8 million. This reflects removal of the <br />railroad signals, reduced right of way acquisition and a smaller construction area. There <br />will be additional costs as land is acquired for the interchange. The work at Armstrong <br />Boulevard — Bunker Lake Boulevard will dovetail with the future interchange work and <br />will not require extensive removals in the future. <br />The Joint Powers agreement is also amended for Sunfish Lake Boulevard. The City <br />provided the construction observation for the project. The City will reimburse the <br />County for construction survey work and construction administration. The County is <br />obligated to pay the City $425,000 part of the County Road 63 turnback agreement. This <br />payment will be applied to the City obligations for Sunfish Lake Boulevard. <br />The Joint Powers Agreement and the proposed amendment are attached to this case. <br />Funding Source: <br />—287 <br />
