CASE.# 1 APPROVE CONTRACT AMENDMENT FOR DESIGN OF ARMSTRONG BOULEVARD IMPROVEMENTS - IMPROVEMENT PROJECT #06 -20 By: Leonard Linton, Civil Engineer II Background: The City entered into a Joint Powers Agreement with Anoka County on May 12, 2005 for construction of the Regional Roadway Improvements associated with Ramsey Town Center. The agreement covered improving Armstrong Boulevard, Ramsey Boulevard, Sunfish Lake Boulevard and Bunker Lake Boulevard. The Ramsey Boulevard Improvements have been completed. The Sunfish Lake Boulevard improvements have been started and will be completed in 2009. The Armstrong Boulevard improvements were scheduled for construction in 2009; however, during the plamapproval process in 2008 the City Council directed that the option of constructing an overpass be explored. The County and City have been studying the options for an overpass over the BNSF tracks and TH 10 at Armstrong Boulevard and have drafted the attached amendment to the Joint Powers agreement. This amendment covers preliminary design and environmental documentation for the grade separated interchange at TH 10 and Armstrong Boulevard. The estimated cost for the preliminary design and environmental documentation is $500,000. The County has requested that the City continue to move forward with plans for the Armstrong Boulevard — Bunker Lake.Boulevard intersection, with the plans bid in late 2009 for 2010 construction. The work will include traffic signals, turn lanes and divided medians. These plans will be brought to council for review and approval at a future date. The construction estimate for the Armstrong Boulevard — TH 10 intersection was $4.0 million and was rejected by the City Council last fall in order to explore options for an interchange. The construction estimate for the Armstrong Boulevard — Bunker Lake Boulevard intersection with a traffic signal is $ 1.8 million. This reflects removal of the railroad signals, reduced right of way acquisition and a smaller construction area. There will be additional costs as land is acquired for the interchange. The work at Armstrong Boulevard — Bunker Lake Boulevard will dovetail with the future interchange work and will not require extensive removals in the future. The Joint Powers agreement is also amended for Sunfish Lake Boulevard. The City provided the construction observation for the project. The City will reimburse the County for construction survey work and construction administration. The County is obligated to pay the City $425,000 part of the County Road 63 turnback agreement. This payment will be applied to the City obligations for Sunfish Lake Boulevard. The Joint Powers Agreement and the proposed amendment are attached to this case. Funding Source: —287
