Mayor.Ramsey stated that if someone was interested in a long -term lease, perhaps he would <br />advocate spending money on the building. He stated that in the interim he would like to research <br />the issue further. <br />City Administrator Ulrich stated that there is the issue of the existing employees that utilize the <br />space, even though they are transient employees. He stated that they have been given copies of <br />this report and been informed that if they have any respiratory issues they should let the City <br />know. He stated that he doesn't feel a full intensive investigation of the building is necessary if <br />the City is not looking to lease the building out. <br />Councilmember McGlone stated that he has trouble with the idea of sharing reports with staff <br />that he feels don't mean anything. He stated that he doesn't understand why the school didn't do <br />this testing on their own. <br />Councilmember Look stated that since the City has notified staff that there may be a potential <br />problem, he thinks that the City now has liability. He stated that he would like to get an estimate <br />on what an air quality test would cost. <br />Councilmember Jeffrey stated that he doesn't want to discredit this individual's work, but now <br />the City has this information and it is public, so the City is obligated to share this with staff. He <br />agrees that the City is obligated to get an air quality study done now. <br />There was a Consensus to get a cost estimate for an air quality assessment and a series of health <br />standards to follow. <br />2) Rick Foster Purchase Agreement and Property Sale <br />City Administrator Ulrich stated this is an issue that goes back to February 2006. He stated that, <br />at that time, the City entered into an agreement with River's Bend Holdings, LLC to sell a 5 -acre <br />piece of property. He stated that in exchange for selling that for a discounted price, the City <br />received a few considerations, such as a trail easement and access rights to Highway #47 to a <br />development occurring in that area. <br />Community Development Director Miller distributed copies of a site plan for a two -story senior <br />assisted living facility. <br />City Administrator Ulrich stated that if the Council does not have objections, they will move <br />forward per the direction of the previous Council. <br />Councilmember Look stated that he wasn't here at the time the deal was made, but selling 5 <br />acres for $50,000 doesn't make sense to him. <br />City Administrator Ulrich stated that it is well below market value, but a portion of the property <br />is unusable. <br />City Council Work Session / February 10, 2009 <br />Page 4 of 6 <br />
