Case #4 Consider Incentives for Water Meter Replacement Program <br />Background: <br />Staff reviewed that starting last spring, the City has been replacing water meters and that the <br />largest challenge has been making arrangements with residents to make the exchanges. Some <br />properties have received up to eight letters and four door hangers and refuse to let the City onto <br />their property to make the exchanges. Staff is recommending that some sort of financial leverage <br />be considered to help facilitate cooperation with this program. Staff is suggesting an individual <br />meter read fee of $50.00, after a final certified letter is delivered for those that don't transfer <br />over. <br />Motion to recommend to the City Council that a quarterly fee of $100 "individual meter read" be <br />placed on the water utility bill beginning after written notice is provided. <br />Amended motion to recommend to City Council a quarterly fee of $75. <br />Staff confirmed that three letters will be sent, three door hangers left, a Saturday visit performed <br />and then a certified letter stating the fee that will be charged. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #5: Update on TH 10 Median Opening at County License Center <br />This is an update on the Highway 10 median opening in front of the County License office. The <br />general consensus of the Public Works Committee was a concern about MnDot's response of <br />possibly shutting down the opening without considering alternatives. <br />The options that staff had proposed included the following: <br />1. Install a pork chop island at the entrance into the Licensing Bureau <br />2. Restrict eastbound to west bound U -turns <br />3. Reduce the width of the median opening and reorient its location <br />The consensus among the Committee and staff focused on limiting turning movements out of the <br />licensing bureau to right turns only, while still allowing eastbound Hwy 10 left turns into the <br />bureau. Perhaps the median could also use some adjustment to facilitate easier left turns. <br />Staff will draw up a sketch plan for consideration by the Committee. <br />Action: <br />No action necessary. <br />_72_ <br />
