Case #2: Budget Cuts <br /> <br />Mrs. Helling stated that Department Heads and Coordinators have reviewed their areas for the <br />purpose of suggesting budget cuts. <br /> <br />Penny Ott, Administrative Services Coordinator, stated that by not hiring the secretary budgeted <br />for in 1991, approximately $10,000 (this amount includes benefits) budgeted has not been spent <br />because half of the year has passed. She is still recommending this position be filled as soon as <br />possible; however, because with Jo Thieling filling the position of Recording Secretary, <br />Administrative Services has lost several hours of secretarial time. <br /> <br />The possibility of sharing a person with the Finance Department was discussed. <br /> <br />Police Chief Auspos gave a "State of Policing in Ramsey" address and summarized a couple of <br />manpower studies which show the City of Ramsey to be approximately 4.845 officers short. <br /> <br />Discussion ensued regarding funding sources. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to recommend to the <br />Personnel Committee to begin a search for a new Patrol Officer to come "on board" about <br />September, 1991. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin, Beyer and Peterson. Voting No: None. <br /> <br />Case #6: Community School <br /> <br />Mrs. Helling reported that a number of cities are reviewing funding sources for Community <br />School. There is a meeting in Coon Rapids she is planning to attend and asked that a <br />Councilmember attend with her. <br /> <br />Councilmember Beyer offered to attend the meeting. <br /> <br />Case #5: Capital Assistance Grant Program Metro Landfill Abatement <br /> Account <br /> <br />Mrs. Helling stated that a 50% matching grant money is available for cities. It has been <br />recommended that the wood chipper owned by the City of Ramsey not be used anymore because it <br />is in unsafe condition. This grant would subsidize the purchase of a new wood chipper. If the <br />Committee is interested in pursuing this grant, it must be ready to present to the City Council at the <br />May 28th meeting and be submitted to Met Council by the 31st of May. The chipper would cost <br />approximately $15,000 - $7,500 of it would be paid by the City from the Landfill Tipping Fee <br />Fund. <br /> <br />The Budget Committee agreed that this issue is worth pursuing and more information should be <br />available for the City Council agenda for May 28, 1991. <br /> <br />Case #4: Employee Lunchroom Refrigerator <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to give authority to <br />the Administrative Services Coordinator to purchase a used refrigerator not to exceed $250.00 or <br />have the present refrigerator repaired. <br /> <br />Motion carried.
