Councilmember Peterson inquired of Claudia Dodge if it might be possible that some of the special
events listed under Community Education could be funded by other groups to which Ms. Dodge
answered that it could be possible.

No action was necessary for this case. Mr. Kerr is willing to come to the next budget meeting with
answers to the questions raised at this meeting.

Case #2: Additional Personnel for Public Works

Ms. McAloney explained that in the 1991 budget, there was approximately $20,000 budgeted for
one additional person in the street department of Public Works along with $1,000 budgeted for part
time help.

Upon inquiry as to what kind of work needs to be done, Mr. Mevissen replied all kinds of work in
the street department along with culvert cleaning, catch basins, spillways, drainage problems and
jobs that should be getting done that aren't because of the shortage of manpower. He stated there
is plenty of work to keep another person busy year around. He explained that this person would
be doing more labor and truck driving which would free up the experienced personnel to do the
heavy equipment operation. He stated the department is still looking for part time help to maintain
the parks. This is the first year the department will be mowing ail the parks as last year some of
the work was contracted out. He expressed his concern that with the manpower he has now, he is
not able to keep up with what needs to be done.

Councilmember Beyer stated there is enough money budgeted to hire someone full-time as of June
1, 1991 and still get the part time help for the summer.

Motion by Councilmember Beyer and seconded by Councilmember Peterson to recommend to the
Personnel Committee hiring a Public Works Maintenance Worker to start approximately July 1,
1991.

Motion carded. Voting Yes: Councilmembers Beyer, Peterson and Hardin. Voting No: None.

Case #3: Accident Coverage for City Volunteers

Motion by Councilmember Beyer and seconded by Councilmember Peterson that the City of
Ramsey not enroll in the accident coverage for City volunteers at this time, but to continue to
monitor the activities of volunteers.

Motion carried. Voting Yes: Councilmembers Beyer, Peterson and Hardin. Voting No: None.

Case #4: Safety Equipment for the Fire Department

Chief Griffin presented a list of the prioritized items. He stated the dollar amounts are what was
originally adopted for the budget. There were some items budgeted he felt were not necessary to
have immediately and he also listed those.

Mrs. Helling stated she is concerned because all items were budgeted as part of the start-up cost.
She stated the budget will have to be re-visited.

It was decided that Chief Griffin would work together with Mrs. Helling on a budget amendment
and present it at the June 1 lth Budget Committee meeting.

Budget Committee/May 28, 1991
