Case /t2: Consider Park User and Tournament Fees <br /> <br />Parks/Utilities Coordinator Boos stated that what prompted this review of park user fees was a <br />combination of the demand placed on City Park Staff by toumament sponsors and also because of <br />the profit potential of tournaments. He did some research of what other cities are charging for their <br />parks and what amenities their parks had. He felt it would not be in the best public interest to <br />promote 3-2 beer; therefore, it would not be allowed. He added that the proposal he is submitting <br />for review is much the same as the one used by the City of Anoka. He stated non-residents would <br />be charged a higher fee than residents and also that the City's insurance provider would be <br />contracted with regard to the limits of liability, etc. He felt the fee may not necessarily be a revenue <br />source but it may pay for itself. He inquired if the funds collected could be earmarked for <br />tournament improvements such as scoreboard, etc. <br /> <br />Finance Officer Helling stated that there are funds set aside each year for park improvements. <br /> <br />The items in the proposed policy were reviewed and discussion ensued. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to recommend to City <br />Council the approval of fees on page 7 of 11 and 11 of 11 and include $150.00 per field charge for <br />a "for profit tournament" and a minimum of $100.00 damage deposit. <br /> <br />Further discussion: Mr. Boos asked if the fees would be set separate from the policy to which <br />Mrs. Helling replied yes, the fees would be set with a resolution. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin and Beyer. Voting No: None. Absent: <br />Councilmember Peterson. <br /> <br />Case /13: City of Ramsey Rates and Charges <br /> <br />Mrs. Helling presented a list of the 1989 and 1990 rates and charges and stated she contacted sister <br />cities and the rates shown for them are their 1991 rates. In researching the other cities, she noted <br />they have charges for some items the City of Ramsey does not. Mrs. Helling stated that in the <br />past, the City of Ramsey's rates were established within the City Code by an ordinance. Changes <br />have been made in the last few years and the City Code hasn't been changed to reflect that. She <br />stressed the importance of updating the Code as soon as possible. <br /> <br />The list of charges was reviewed and discussion ensued. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to adopt the same fees <br />for 1991 as was adopted in 1990. These rates and charges will be forwarded to City Council for <br />their review on June 25, 1991. <br /> <br />Motion carded. Voting Yes: Councilmembers Hardin and Beyer. Voting No: None. Absent: <br />Councilmember Peterson. <br /> <br />Case #4: General Fund Budget Status <br /> <br />Mrs. Helling stated there are no significant variances as far as expenditures. July will be the first <br />payment in Government Aid.
