up to $1.00 per student to reimburse cities and counties within the district for crime-related costs; <br />D.A.R.E. was specifically identified as one of the eligible programs. She stated that after the joint <br />meeting she spoke with Anoka's City Manager, Mark Nagel, and he stated that the Anoka- <br />Hennepin School District is supportive of this levy but there is controversy as to how the funds <br />should be distributed. She stated the two alternatives are either based on population or based on <br />per pupil. The City of Anoka is in favor of the per pupil basis and she added that in her opinion, <br />this basis of funding is the most equitable as it is a direct response to the number of students <br />served. She stated a resolution is enclosed that will be on tonight's Consent Agenda for Council, <br />which declares the City of Ramsey's support for our school districts to adopt this levy, proclaims <br />the Police Liaison Officer and D.A.R.E. Programs as top priority funding requests and encourages <br />distribution of the funds on a per pupil basis. <br /> <br />Police Chief Auspos stated that in 1992, Ramsey is planning to house its own fifth graders and he <br />is hoping to have one of his own officers go to the training sessions for the D.A.R.E. Program in <br />February, 1992 to enable him to teach the program in Ramsey. <br /> <br />Discussion ensued regarding the amount of time the officer would spend with D.A.R.E. related <br />activities and how much overtime would be expended for shift cover during that time. Mrs. <br />Helling asked Chief Auspos how much it would cost the City to put on its own program looking at <br />both salary and benefits to which he replied he did not know. He stated that Officer Singewald <br />will be getting together with an Anoka Officer to review how many hours are spent on the <br />program. He added he hoped the schooling would work out so another officer would be on duty <br />to take over. <br /> <br />Mr. Schroeder stated that this is a new program that City Council should review the budget for and <br />he is getting the impression that the program and schooling is already set up for a Ramsey Officer. <br /> <br />Chief Auspos stated there is nothing set up and he would not do anything without City Council's <br />consent. He stated he just wants to get an officer's name in to ensure him a place in the class <br />should the Council okay it. <br /> <br />Mrs. Helling pointed out that the Elk River School District has a new Crime Levy proposal in the <br />amount of $27,753.00. She stated the City of Ramsey would not get a reimbursement from Elk <br />River because we have never contributed to them; however, she suspects they will ask for a <br />contribution for 1992. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to recommend that <br />City Council adopt the resolution in support of levy for schools - reimbursement to cities and <br />counties as submitted. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson and Hardin. Voting No: None. Absent: <br />Councilmember Beyer. <br /> <br />Case #3: Services of Community Education Coordinator <br /> <br />Mrs. Helling stated that $3,000 was allocated to Community Education for editing and <br />coordinating the Ramsey Resident and a portion to coordinate the Trailblazer Program. She <br />pointed out that while reviewing the Community Education services, it was noted that the <br />coordinator spent very little time on the Trailblazer Program and also that the coordinating and <br />printing of the Ramsey Resident by the Community Education Coordinator has not been totally <br />successful. There is a noticeable savings in the printing costs, but not that much savings with <br />regard to staff time.
