Mr. Goodrich stated that this was started to help subsidize the City. Developers would be paying <br /> that much or more for their own legal fees. <br /> <br /> Zoning Administrator Frolik (seated in the audience) stated that the fee is higher for developers <br /> because the billing goes through the City and there is a cost incurred for the staff to issue bills. <br /> <br /> Mrs. Helling stated it was also discussed about two years ago that the City should mark up legal <br /> costs; however, it didn't happen. <br /> <br /> Mr. Goodrich stated that the charge for a title opinion is $125.00. <br /> <br /> Mr. Schroeder stated that the City does a volume of business and therefore qualifies for a lower <br /> rate. He does not have a problem with the $100 charge to developers as it is not an excessive <br /> amount. <br /> <br /> Motion by Councilmember Hardin and seconded by Councilmember Peterson to direct staff to <br /> solicit not more than three proposals for 1992 legal services in General Legal, Prosecution, <br /> Development and Bond Counsel and notify the bidders that we may not accept the lowest bid. <br /> <br /> Further discussion: Councilmember Beyer stated she has a problem with just three bids and asked <br /> if someone sent in one, would it be considered. Councilmember Hardin felt there shouldn't be a <br /> lot of staff time spent on this. <br /> <br /> Motion carded. Voting Yes: Councilmembers Hardin, Peterson and Beyer. Voting No: None. <br /> Case #4: Rates and Charges <br /> <br /> Mrs. Helling stated that several months ago, Council directed staff to review the fee and escrow <br /> requirements for the various land use applications and to determine how much staff time the current <br /> fees are intended to provide for. Staff was asked to determine billing rates for staff members that <br /> could be involved in the process. <br /> <br /> Due to time constraints, it was the consensus of the Committee to add this to tonight's City Council <br /> meeting for discussion. <br /> <br /> ADJOURNMENT <br /> <br /> Motion by Councilmember Hardin and seconded by Councilmember Beyer to adjourn the meeting. <br /> Motion carded.
