Councilmember Peterson stated that public hearings will be held, research will be done and <br />possible alternatives will be looked at. <br /> <br />A discussion ensued regarding different alternatives for the roadway. Mr. Smith suggested <br />connecting with 154th Avenue N.W. <br /> <br />Lowell Vassar, owner of one of the subject properties, stated he lives on 153rd Avenue N.W. off <br />of Armstrong Boulevard N.W. He stated he could verify the heavy tmck traffic and also that cars <br />go by his place going 80 m.p.h. If the "T" is taken out of the road, it will create a dead man's <br />intersection. This extension being proposed goes over 100% wetland and a lot of trees will be tom <br />out. <br /> <br />Mr. Jankowski stated the plan Mr. Vassar is referring to was just a drawing for a cost estimate. <br /> <br />Mr. Vassar stated the east/west corridor is not needed as anyone needing to go east to west knows <br />where the roads are. It is a waste of money. He added he would do anything to save the wetland. <br />He feels it's stupid to bury the wetland and then dig a pond. He stated that spending all those <br />dollars on 6/10 of a mile of road and mining all that residential land is ridiculous. He was <br />concerned with the path that was chosen for the proposed extension. <br /> <br />Mr. Jankowsld stated that the proposal involves the least amount of property owners. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to table this case until <br />all the information can be examined and wait for Council direction. <br /> <br />Motion carded. Voting Yes: Councilmembers Peterson, Hardin and Beyer. Voting No: None. <br /> <br />Case #3: Fire Department Officer's Pay <br /> <br />Personnel Coordinator McAloney stated that during Budget Committee meetings for the 1991 <br />budget, there were discussions regarding "Officer's Pay" for the Fire Department. There was <br />$850 included in the Fire Department budget; however staff understood that the "concept" was <br />funded to allow for further discussion as to the merits of such a program. She stated the planned <br />breakdown for the $850 is as follows: Fire Chief - $250, Assistant Fire Chief - $200, Captain - <br />$200, Safety Officer- $100 and Training Officer- $100. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Peterson to direct staff to draft <br />a resolution for City Council action to pay Fire Department Officer's a total of $850 (breakdown as <br />presented). Mrs. Helling will decide if it is to be paid quarterly, yearly, etc. <br /> <br />Motion carded. Voting Yes: Councilmembers Peterson, Beyer and Hardin. Voting No: None. <br /> <br />Case #4: Rates and Charges - Building Permit and Plan Check Fees <br /> <br />Finance Officer Helling stated that due to the significant shortfall in building permit and plan check <br />fees, the criteria under which the 1991 revenue forecast was made was reviewed. It was <br />determined that the actual permit fees collected for 1990 and year-to-date 1991 have been calculated <br />based upon the 1979 Uniform Building Code. The difference between the 1979 and the 1985 <br />schedule is an increase in the permit fee of approximately 47% and the same would then be true of <br />the plan check fee. The information as to the change in the Uniform Building Code schedule was <br />not communicated to the Building Official.
