Mr. Schroeder replied he is aware that the City has received significant benefit from Mr. <br />Holkestad's employment; however, adding on a new position doesn't feel right to him. He is not <br />uncomfortable with the City putting Mr. Holkestad on a schedule of not to exceed two days a week <br />as the cost is not substantial; however, he expressed the feeling that between now and May, there <br />would be a memorandum from the City Engineer asking for a larger amount of pay for this <br />position. He did state the department would go backwards to lose that part-time position. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson (for discussion) to <br />approve the extension of this position and refer it to the Personnel Committee for their salary <br />review. <br /> <br />Further discussion: Councilmember Beyer asked where the money will come from for this <br />position. She stated the City is already scrounging and scraping and used the holding off of the <br />Public Works Department's needed equipment as an example. She expressed she has a real <br />problem in adding this position and asked where it is going to stop. If we have the money this <br />year, where is it supposed to come from next year. The Engineering Department has not brought <br />in the revenue this year that it forecasted. She stated she knew when this position was nearly over <br />that there would be a request for more. Ms. McAloney stated, with regard to where the money <br />would come from, that this would be a savings on Mr. Jankowski's and Mr. Johnson's time and <br />they could spend more time on projects where their time could be charged out. Councilmember <br />Peterson asked if Mr. Holkestad could be rehired for next summer or after the first of the year. <br />Ms. McAloney explained the City would not be allowed to hire another person for the 67 days as <br />the 67 days means per calendar year for that position. Mrs. Helling asked if any of Mr. <br />Holkestad's time could be billable. Mr. Jankowski replied that some time could be billable. <br />Councilmember Peterson asked if Mr. Holkestad could be kept "on line" for when this position <br />would be available again. Mr. Jankowski noted that except for the 67 day limit, the City has <br />enough money to keep Mr. Holkestad in this position. Ms. McAloney stated that the wage is <br />figured out according to days, not hours. Councilmember Hardin asked if Mr. Holkestad is <br />performing the work an Engineering Technician would do to which Mr. Jankowski replied that he <br />is. Councilmember Hardin stated that the City is saving $22,000 because of not having to hire the <br />Engineering Technician for the year, full-time. <br /> <br />Motion failed.
