COMMITTEE BUSINESS <br /> <br />Case #1: Insurance Agent of Record <br /> <br />Finance Officer Helling stated that City Staff has assessed the answers to the questions asked of <br />both the agents who bid for the Insurance Agent of Record for the City. She stated that more <br />research has not been done yet regarding why the premium regarding liability is so much higher <br />but that a meeting has been scheduled with Mr. Hadtrath and there will be a discussion about <br />appealing the rates. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to recommend to the <br />City Council that a contract be awarded to Hadtrath and Associates for services as the City's <br />Insurance Agent of Record for a period of one year from December 15, 1991 based on City Staffs <br />recommendation. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson and Hardin. Voting No: Councilmember <br />Beyer. <br /> <br />Case #2: Anoka-Hennepin Community Education <br /> <br />Finance Officer Helling stated this case is to inform the Committee that City Staff is recommending <br />that the City of Ramsey contract with the Anoka Hennepin School District for 1992 Community <br />Education Services with a staffing level of Coordinator only. She stated she had discussed this <br />idea with Mr. Steve Kerr of the School District and he would like to know the decision as soon as <br />possible with regard to the staffing. Mrs. Helling stated that Mr. Kerr informed her that a <br />Coordinator has been selected for the City of Ramsey and if this is the level of staffing selected by <br />the City, he is confident the City will be pleased with the outcome of the Community Education <br />Program and its new Coordinator. <br /> <br />Also discussed was the Elk River School District Community Education Program. City Staff was <br />asked to keep abreast of Elk River's program and report back to the Budget Committee. <br /> <br />Staff was also directed to find out how the revenue was dispensed from the fees for the community <br />education classes. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to direct staff to notify <br />Anoka-Hennepin School District that the City of Ramsey is funding a staffing level of Coordinator, <br />only, for the 1992 Community Education Program. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson, Hardin and Beyer. Voting No: None. <br /> <br />Case #3: Other Fees and Charges <br /> <br />Finance Officer Helling reported that staff has identified areas where fees or charges may be <br />appropriate. They are as follows: 1) N.S.F. or a Returned Check Charge ($15.00 is suggested); <br />2) Interest charges for delinquent accounts receivable are suggested at an annual rate of 10% on <br />any balance 30 or more days past due; and 3) A City fee for issuance of Industrial Revenue <br />Bonds. <br /> <br />City Staff was directed to check with the League of Minnesota Cities to find out more about <br />charging interest and also to find out what the Cities of Anoka and Elk River are doing with regard <br />to the above mentioned charges. <br /> <br />Budget Committee/October 29, 1991 <br /> Page 2 of 4 <br /> <br /> <br />
