Treasury proposed regulations which would have prevented cities from bonding for these <br />particular projects. Due to receiving so many negative comments regarding this regulation, the <br />I.R.S. postponed the effective date from September 8 to 30 days following issuance of the <br />regulations in final form. Mrs. Helling stated that there is no assurance, but the date will most <br />likely be sometime during or after January, 1992. She stated that staff is recommending that <br />Springsted proceed with the two refunding issues and a new issue for the financing of special <br />assessment projects certified in October, 1990. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Hardin to direct staff to work <br />with Springsted to prepare for refunding the 1984 and 1987A issues and for a new issue to provide <br />financing for the October, 1990 certification of special assessment projects. Mr. Springsted will <br />have this ready for the November 26, 1991 Council meeting. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson, Beyer and Hardin.
