<br />Commissioner Shryock commented that this is a large portion of land and questioned how the <br />City would obtain the back portion of the land if only the front were requesting to be developed. <br /> <br />Parks Supervisor Riverblood advised that the Boy Scouts of America have advised the City that <br />they believe that there would only be one buyer for the land. He explained that the terms could <br />be worked into the development and nothing would preclude the City from requiring that land. <br /> <br />Motion by Commissioner Shryock seconded by Commissioner Barr, to approve the addition of <br />proposed park land along the Rum River, within the Boy Scouts of America property. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Erickson, Backous, Barr, <br />Hansen, and Shryock. Voting No: None. Absent: Commissioner LaMere. ,. <br /> <br />Case #2: <br /> <br />Mississippi River Access Trail Update <br /> <br />Civil Engineer Linton displayed the plans from Ramsey Town Center and advised that the <br />completion of the pipe being laid occurred today. He advised that the pipe had been angled so <br />that as residents canoe past they would be unable to see past the bank. He pointed out the <br />existing southern and northern ponds and stated that a trail would be placed between them. He <br />advised there is also a placeholder for a pedestrian bridge to go over Highway 10. He displayed <br />another drawing of a cross'-section of the trail and advised that boulders would be placed for <br />seating. He stated that a rain garden would be placed about half way down the trail to catch rain <br />water. He displayed another cross-section and advised that a series of boulders would be placed <br />as stepping stones so that the public would be able to get downto the river. <br /> <br />Chairperson Johns questioned if the project would be completed this spring. <br /> <br />Civil. Engineer Linton advised that per the contract, everything is to be completed, including <br />landscaping, by June 30, 2009. <br /> <br />Chairperson Johns questioned ifthis would intersect at all with Riverdale Park. <br /> <br />Civil Engineer Linton advised that it would not cross Riverdale Park. <br /> <br />Commissioner Shryock commented that the current trail ends at the river and questioned if there <br />were plans to continue that trail. <br /> <br />Civil Engineer Linton advised that the trail could be extended east, but that it had not been <br />planned as of yet. <br /> <br />Parks Supervisor Riverblood advised that while stormwater projects normally are not that <br />exciting, this project has been rewarding. Not only did it come in well under the anticipated <br />budget, the water is being discharged clean through the storm ponds, and the boulders being <br />installed would allow for resident access to the riyer regardless of the height of the river level. <br /> <br />Park and Recreation Commission/February 12, 2009 <br />Page 3 of8 <br />
