<br />CASE #5 <br /> <br />CONSIDER RESOLUTION FOR ANOKA COUNTY PARKS TO PROCEED WITH A <br />BOAT LANDING AND PIER FOR MISSISSIPPI WEST REGIONAL PARK <br />By: Mark Riverblood, Parks Supervisor <br /> <br />Background: <br /> <br />As the Commission is aware, the 2008 Parks Capital Improvement Program included $18,000 to <br />match a similar amount of money from the Minnesota DNR's Trails and Waterways program for <br />a fishing pier along the Mississippi River. The City ultimately learned that the funds were <br />appropriated for another project in the state. <br /> <br />Observations: <br /> <br />The purpose of this case is to utilize the same $18,000 in Lawful Gambling Improvement funds <br />to 'incent' Anoka County Parks to move forward "to immediately commence a feasibility study <br />relating to the preliminary design, location and costs, of motor vehicle access, parking, boat <br />landing with concrete planks or ramp, fishing pier and related amenities" within Mississippi <br />West Regional Park. <br /> <br />The attached Resolution contains additional detail as to why the timing of this process seems <br />appropriate - one of which is a $100,000 planning grant received by the National Park Service, <br />specifically for identifying trail connections to the river and the area of the park. <br /> <br />Also attached is a map showing the location referenced in the resolution. If the Commission <br />recommends approval, the resolution may go to City Council as soon as March 24th, 2009. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends forwarding Resolution 09-03-XXX to City Council for their consideration. <br /> <br />Commission Action: <br /> <br />Motion to recommend City Council adoption of Resolution 09-03-XXX, supporting a feasibility <br />study for the development of a boat landing and fishing opportunities within Mississippi <br />Regional Park. <br /> <br />Reviewed by: <br />Director Public W orks/Principal City Engineer <br /> <br />P & R: 3/12/09 <br />
