BUDGET COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Budget Committee conducted a meeting on Monday, December 2, 1991 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303. <br /> <br />Members Present: <br /> <br />Councilmember Kenneth Peterson <br />Councilmember Sheila Beyer <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />Public Works Supervisor Merle Mevissen <br /> <br />Members Absent: Councilmember Glen Hardin <br /> <br />CALL TO ORDER <br /> <br />Councilmember Peterson called the meeting to order at 6:04 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Discussion of General Government Functions <br /> <br />The following 1992 budget request items were discussed: Mayor and Council - no significant <br />changes. Anoka County Mediation Services - City Staff was directed to find out if Community <br />Block Grant Funds could be used to fund mediation purposes. It was also suggested that Staff <br />find out about having a workshop with the Anoka County Mediation Services to help Council learn <br />mediation skills. The Lower Rum River Water Management Organization, D.A.R.E., North Metro <br />Mayor's Association, Anoka County Chamber of Commerce, Anoka Area Chamber of Commerce, <br />and Municipal Amicus Program were among the organizations discussed. <br /> <br />The Commission discussed the Economic Development Commission, the Ramsey Resident's <br />Guide, the Charter Commission, the Planning and Zoning Commission and also the Horse Care <br />Commission. Administrative Services, office supplies and the Comparable Worth Studies were <br />also discussed. Office equipment and also maintenance agreements were discussed. The cost for <br />an election year was talked about and also the things different departments are doing to save <br />money. The Assessing Department will need extra help to get "caught up" in 1992. Requests for <br />proposals for legal services have gone out. Mrs. Helling informed the Committee that the cost for <br />legal services had decreased for 1991. She explained there are no significant changes with regard <br />to "general government buildings" and that Building Maintenance Bray is very cost conscious. <br /> <br />Revenues were discussed. Finance Officer Helling stated that the 1990 gopher bounty statements <br />had been submitted for reimbursement.
