<br />City Administrator Ulrich stated that in some cases, the HRA could take action without Council <br />input. He stated that the Council can voice their concern, but it would be to another independent <br />body. <br /> <br />Commissioner Elvig stated that he is not disputing the make up of the HRA right now, but that it <br />is someone else's decision; the new Council. <br /> <br />Commissioner Look stated that he feels that is a valid point. He stated that his point is not to <br />distrust a new Board, but that they would have the ability to set policy that the Council may <br />disagree with. <br /> <br />Chair Olson stated that this brings her back to her question about what makes that different than <br />an EDA. <br /> <br />Commissioner Elvig stated that the EDA has a full time staff person that devotes time to that and <br />has been running for a long period of time. . <br /> <br />Commissioner Strommen stated that it is clear nothing will be accomplished tonight. <br /> <br />Commissioner Dehen stated that he doesn't have an issue with going out for an RFP, because it <br />might give good information on what type of programming to do, which he thinks is independent <br />of how the board is structured. <br /> <br />Chair Olson stated that she agrees with that point. <br /> <br />Mayor-Elect Ramsey stated that he agrees that an RFP could go out now and the composition of <br />the Board details could wait until the new Council is in place <br /> <br />Commissioner Strommen stated that, personally, she would encourage the next Council to take a <br />look at this soon. She stated that this area is quite specialized and there is a lot of expertise out <br />there and our residents have a wealth of knowledge that can serve the City She stated that she <br />doesn't think this relinquishes accountability but utilizes resources to be more efficient and make <br />better decisions. <br /> <br />Commissioner Elvig stated that he agrees, because the EDA has become more effective recently <br />with some new additions.
