<br />Commissioner Elvig suggested the City could work with Habitat for Humanity for home <br />ownership training. <br /> <br />Commissioner Dehen left the meeting at 7:37 p.m. <br /> <br />Chair Olson stated that she thinks that the County also has some programs for training. <br /> <br />Chair Olson stated that she thinks there should be a minimum and maximum loan amount <br />specified. <br /> <br />Chair Olson asked how long will it take to move it forward, once the program is in place. <br /> <br />Commissioner Dehen returned to the meeting at 7:38 p.m. <br /> <br />HRA Executive Director Frolik stated that she thinks it could be up and running by next spring. <br /> <br />Chair Olson stated that she thinks it would be a good idea to roll this out very publicly, such as a <br />showcase Ramsey weekend. She stated that everyone with a house for sale in the City could <br />have an open house that weekend. She stated that there could be people who handle mortgages <br />available and have information on training also available. She stated that there should be a full <br />court press on getting homes sold in Ramsey this spring. She stated that the other home buyer <br />assistance programs could also be brought in for people to consider, as well. She stated that the <br />underwriting issue hasn't been covered. <br /> <br />Commissioner Elvig stated that he would prefer to wait for the consultants to make a <br />recommendation on that. <br /> <br />Commissioner Strommen stated that it would be helpful for the consultants to provide rationale <br />on the different option choices and why they proposed something. <br /> <br />Case #3: <br /> <br />Proposed Amendment to By-Laws Regarding HRA Membership <br /> <br />HRA Executive Director Frolik stated that there has been discussion about handing over the <br />HRA to members of the public, as well as some other housekeeping items in the by-laws that <br />need to be addressed. <br /> <br />Commissioner Elvig asked if MEMBERSHIP WAS CHANGED TO Ramsey Residents, whether <br />the new Council could come in and say that they want to take back control of the HRA. <br /> <br />Commissioner Gamec stated that they could do that. He suggested that it would be nice to have <br />someone in real estate that knows some of these things to be on the HRA, because there are a lot <br />of things that people are not aware of and he thinks that background is beneficial. <br /> <br />Commissioner Strommen stated that it could be the same as EDA, because it is a combination of <br />Councilmembers and residents. <br /> <br />Housing and Redevelopment Authority I December 1, 2008 <br />Page 6 of9 <br /> <br />6 <br />
