Absent: None. <br /> <br />Case #4: <br /> <br />Introduce Ordinance Amending Section 9.22.02, Subd. 2 Establishment of <br />Official Zoning Map <br /> <br />City Engineer Jankowski explained that in 2006, it was brought to the attention of the City that a <br />residence fronting on Ermine Boulevard had been allowed to be constructed within the floodway <br />of Trott Brook; this is a companion case_ to Case #3 heard earlier this evening. He stated one of <br />the purposes of that project was to eliminate or pull this home out of the flood plain and in order <br />to do that, the City was required to present calculations to FEMA that showed the new flood <br />plain caused by the installation of the larger culvert. He stated the City has received FEMA's <br />Conditional Letter of Map Revision (CLOMR), which specifies a number of actions the City <br />needs to take, including updating the floodplain map. He stated the Planning Commission held a <br />public hearing on the proposed amendment and no public comment was made at that time. He <br />presented a drawing showing the pre- and post-project floodplain limits, and pointed out that in <br />the after condition, the 100-year flood no longer overtops Ermine Boulevard but is conducted <br />through the culvert. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Dehen, to introduce an ordinance <br />amending Section 9.22.02 sub. 2 of City Code by adding the acknowledgment of the CLOMR <br />letter dated September 25, 2008 to the Official Zoning Map. <br /> <br />Further Discussion: Councilmember McGlone requested further information regarding the <br />original pipe installation. City Engineer Jankowski stated the pipe was installed in the 1970's and <br />an error was made when the building permit was issued in 1987 for the house built in the flood <br />plain. Associate Planner Gladhill stated the technology has dramatically improved for the <br />overlays on floodplain maps and it is much easier to avoid issues such as this. <br /> <br />Motion carried. Absent: None. <br /> <br />Case #5: <br /> <br />Accept Preliminary Design Report and Authorize the Preparation of Plans <br />and Specifications for Water Tower #3 at 16600 St. Francis Boulevard NW <br /> <br />Assistant City Engineer Himmer stated the City's Comprehensive Water System Study <br />conducted in 2004 by Bolton & Menk identified a storage deficiency in the City's water system; <br />that report summarized that the water storage needs of the City could be most economically <br />constructed to meet future demand with a combination of an elevated storage tower and a ground <br />storage reservoir. He presented the design report for construction of a water tower at 16600 St. <br />Francis Boulevard to provide fire protection and improved static pressure to the northeast <br />quadrant of the City. He stated staff has reviewed many documents, evaluated and modeled the <br />existing City system and bringing a new tower on line; everything is ready for this project except <br />access. He added with the exception of site improvements for the tower, the infrastructure is <br />currently in place to accept this new tower.
