He stated during peak months, the City loses most of its <br />elevations based on the season and all pumps are operating. <br /> <br />Assistant City Engineer Himmer stated there is data available showing all pumps running but <br />water levels continuing to go down. <br /> <br />Councilmember Jeffrey stated part of the City's responsibility is to provide public safety and <br />infrastructure, and this will allow us to grow our City and build out the Town Center. He stated <br />he felt the City needs to make these improvements. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Wise, that the City Council <br />accepts the preliminary design report, and authorizes the preparation of plans and specifications <br />for water tower #3 in Elmcrest Park. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Jeffrey, Wise, Dehen and <br />McGlone. Voting No: Councilmembers Elvig and Look. Absent: None. <br /> <br />Case #8: <br /> <br />Consider Confirmation of Directions Given in Closed Sessions <br /> <br />City Attorney Goodrich stated the Council met in closed and open session earlier this evening to <br />discuss acquisition of property at 6401 Highway #10 NW. He stated no action was taken at that <br />meeting. <br /> <br />City Attorney Goodrich stated the Council also met earlier in closed session to discuss with the <br />City's attorneys the lawsuit with Minnwest Bank. He stated no specific action was taken at that <br />meeting and no further action is required by the City Council this evening. <br /> <br />Case #9: <br /> <br />Adopt Resolution #09-01-XXX Approving the Environmental Policy Board's <br />2009 Work Plan <br /> <br />Environmental Coordinator Anderson presented the work plan of the Environmental Policy <br />Board (EPB) for approval by the City Council. <br /> <br />Councilmember Look stated he pulled this item from the Consent Agenda in order to better <br />understand the goals of the EPB as it relates to water conservation. He expressed concern <br />regarding the focus of the EPB' s work and questioned how the Council can direct this board to <br />meet the concerns expressed by the Council related to water conservation. <br /> <br />Environmental Coordinator Anderson stated it was intended that the full EPB would meet with <br />the Council in work session to discuss this. He stated one of the thoughts that the EPB board has <br />had is to prepare an "Irrigation 101" type of handout that can be given to residents, which would <br />include information regarding ideal run times for irrigation, etc. He stated the EPB also hopes to <br />focus on educating the public through the environmental expo and other channels and is looking <br />at various policies with respect to water conservation and topsoil regulations. <br /> <br />City Council / January 27, 2009 <br />Page 14 of20 <br />
