Absent: Commissioner Jeffrey. <br /> <br />HRA BUSINESS <br /> <br />Case #1: <br /> <br />Review and Adopt 2009 Housing and Redevelopment Authority Operating <br />Budget <br /> <br />Finance Officer Lund stated that she is presenting the HRA budget for 2009 and also the <br />amended 2008 HRA budget. She noted that it is essentially the same budget that was presented <br />in September. She stated that the only difference was the amendment because the land purchases <br />have not happened. She stated that $634,032 should be left at the end of 2008. She stated that <br />the amendment is a housekeeping item. <br /> <br />Motion by Commissioner Gamec, seconded by Commissioner Elvig, to adopt Resolution #HRA- <br />08-12-005 Adopting the 2009 Housing and Redevelopment Authority Operating Budget, and, <br />adopt Resolution #HRA-08-12-006 amending the 2008 Housing and Redevelopment Authority <br />Operating Budget. <br /> <br />Motion carried. Absent: Commissioner Jeffrey. <br /> <br />Case #2: <br /> <br />Discussion Regarding Challenges and Opportunities Related to the Current <br />Foreclosure Conditions <br /> <br />HRA Executive Director Frolik stated that this discussion is to consider local incentive programs <br />that Ramsey could offer for home purchases and rehabs. She stated that if this is something that <br />the HRA wants to do, there should be an RFP put out for a program administrator. <br /> <br />Commissioner Gamec stated that he likes the ideas of pursuing some of these programs, but <br />asked about costs. <br /> <br />HRA Executive Director Frolik stated that program administration costs are negotiable. <br /> <br />Mayor Gamec asked if the City provides all the funds or if there are outside funds also available. <br /> <br />HRA Executive Director Frolik stated qualified persons can be eligible for local HRA funds as <br />well as other funds offered by other agencies. <br /> <br />Commissioner Strommen stated that she found it interesting, on page 30, what other <br />communities are offering which are pretty much home improvement programs, not home buyer <br />assistance. She stated that the City of Anoka considered a home buyer assistance program, but <br />went with home improvement programs instead.
