COMMISSION BUSINESS

Case #1: Entrance Signs for the City of Ramsey.

At the August 14, 1991 meeting, the Ramsey Economic Development Commission agreed with the
idea of the City placing entrance signs at the main entrances to the City. City staff has gone out
and received tentative bids and developed some ideas for locations, designs and materials of which
the signs should be made. The City has also received some preliminary price quotes as to the
actual cost of the construction of the signs. When the City is looking at the types of signs
available, we must remember to select a sign that requires limited upkeep. The cost associated with
the construction of the signs would be the easements required for the signs, actual construction of
the signs and any landscaping that the City would care to provide for the area around the new
entrance signs. City staff would like to get some recommendations from the EDC. They would
include ranking the areas to receive the signs, the design, the materials to be used, whether or not
the sign should be lighted and the amount of landscaping to be done around the signs. The
commissioners discussed different styles of signs that were available to the City.

Commissioner Vevea stated that he liked Style g2, but that the style be changed from the wood and
brick construction shown on the illustration to all stone construction. Commissioner Kent
suggested that any landscaping upkeep that would need to be done around the entrance signs be
part of the work done by the Public Works Department. After the ensuing discussion, the
following recommendations were made:

1) That the City proceed with obtaining bids for Style g2 in the agenda packet.

2)

That the monument sign be constructed of a stone or brick material in a lighter color with
bronze lettering.

3)

Ranking of the locations, first sign to be erected would be located on Highway gl0 as
people travel North entering the City from Anoka, the second sign to be erected would also
be on Highway gl0 located as people travel South from Elk River into Ramsey, the third
sign would be at the intersection of County Road gl 16 and State Highway g47. The third
sign and all subsequent signs that would be erected would be a smaller size that the signs
located on Highway gl0. This would be done as the speed is generally reduced in this
area, and the signs would be more recognizable even with the smaller size.

4)

Landscaping around the signs would mainly consist of a rock-like bed for the sign to rest in
with perhaps some trees and small bushes laying outside the rock area.

5)

The Commission also recommended that the signs be lighted with the use of solar lines to
provide the electricity and illumination for the signs.

6)

Suggested forms of financing would be donations from community service groups,
Community Development Block Grant Funds, other funds available from the State or
Federal governments, donations, possibly the City Budget or TIF Funds if the signs are
located in one of the development districts.

City staff was directed to obtain price quotes with the specifications that were listed above.

Economic Development Commission/September 18, 1991
Page 2 of 6
