Commissioner Nelson agreed and stated that the Stanley Welsh property at the comer of 153rd and
Ramsey Boulevard is an eyesore also.

Mr. Schroeder stated that they will be going to the next City Council meeting to try to alleviate
some of the problems that exist at that site.

Commissioner Kent suggested that the City should be looking at code enforcement across the City,
but it would need to start someplace and an ideal place to start is the industrial area because that is
the section of the City that many business owners and their customers see first. Therefore, their
feelings toward the entire City and how they interpret the City to be are first created when they see
the industrial area. If the industrial area is unkempt, then they have the same impression of the
entire City.

Commissioner Vevea inquired as to what we would be doing about the business in the industrial
area that are not currently under code compliance.

Commissioner Wagner replied the normal maintenance of properties is something that all of the
business owners in the area should be concerned with; because how people see their business is
how they interpret them to be and a nice looking business or a well kempt business may in fact
increase their business and cause it to grow sooner.

Commissioner Vevea stated that he may stay neutral in the whole discussion and the whole
problem solving of the industrial area code compliance because they are his neighbors and he needs
to try to survive and get along with them.

Commissioner Nelson reiterated that this might be an overall indication of some people's lack of
pride in both their businesses and in their homes, so we have problems like this throughout the
City. It is very important as the City continues to grow to become acquainted and have better
enforcement of the existing City Code.d

Chairman Wagner suggested that instead of forming a subcommittee, the EDC send a letter to all of
the businesses in the area of the industrial area. The letter would state the problems, if any exist, in
compliance with City Code and would also offer solutions to solve the problem. He also
suggested that Ramsey has progressed in its growth beyond the point where it can afford to allow
businesses to bring in and do anything they wish just because it is their business.

Commissioner Vevea also stated that we cannot let the businesses die.

Mr. Schroeder stated that working together will work better, and if one person cleans up their area,
improves it with a nice building or whatever the case may be, the neighbors will traditionally
follow suit because a sense of pride will develop in the area.

Commissioner Vevea said that taxes are high and the City must work together with all of the
existing businesses.

Mr. Schroeder commented that the letter needs to include helping the City to include and help the
City may have to offer; for example, to reduce the cost of water and sewer being brought by a
property, but there is not a lot that the City can do because of the changes in State law.

Economic Development Commission / September 18, 1991
Page 5 of 6
