Case /12: Appoint Vice-Chairperson <br /> <br />Motion by Chairman Peterson and seconded by Boardmember Sharp to nominate A1 Pearson for <br />the position of Vice-Chairperson. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Councilmember Cich, Boardmembers Sharp, <br />Drahos and Kapler. Voting No: None. Abstain: BoardmemberPearson. <br /> <br />Case /13: Fire Fighter Disability Claim <br /> <br />Mrs. Helling stated she had received the information from Fire Fighter Jay Guimont, but hadn't <br />had a chance to review it. She will schedule a special meeting when all the information has been <br />verified. <br /> <br />Case //4: Adopt Uniform Fire Code (U.F.C.) as a Ramsey City Ordinance <br /> <br />Fire Chief Griffin explained that the U.F.C. should be adopted as the City can be held liable if the <br />code is not enforced. He stated that some fire codes are required before a liquor license can be <br />renewed. Chief Griffin stated that there is no U.F.C. accepted by the City at this time and he felt <br />that the Fire Board should initiate the efforts to accept and adopt the U.F.C. He added that the <br />State can do an inspection, but the code is not enforceable unless the City wants to make it <br />enforceable. He stated that some buildings are being required to install sprinkler systems; <br />however, they won't really have to if the City doesn't enforce the U.F.C. <br /> <br />Motion by Councilmember Cich and seconded by Boardmember Pearson to have the U.F.C. <br />reviewed by the City Attorney and the Building Official and upon their recommendation, present it <br />to City Council for adoption. <br /> <br />Further discussion: Councilmember Cich suggested that the City Attorney and the Building <br />Official should determine who will enforce the code also. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #5: Position of Fire Inspector or Fire Marshal <br /> <br />Chief Griffin explained that the terminology for Fire Marshal and Fire Inspector is basically the <br />same. The most obvious duties are to enforce the U.F.C. for schools, home daycares and <br />commercial businesses. Some businesses have asked for safety classes and this would require an <br />inspector or marshal. The fire prevention activities in the schools would also be handled by the <br />inspector/marshal. An arson investigation would require more schooling and would therefore be <br />done by the State Fire Marshal. Chief Griffin felt that if the position were eliminated, it would be <br />an injustice and also difficult to add these duties to the Building Officials list. Upon inquiry, Chief <br />Griffin replied that he felt this position should be held by a Fire Fighter. He added there is an <br />individual on the Fire Department who has taken two classes and he would like to extend an <br />invitation to this individual to use the title "Acting Fire Inspector". Chief Griffin will establish a <br />list of duties and qualities required to fulfill this position and how this person will be appointed and <br />present the information to Mrs. Helling. <br /> <br />Fire Board/May 15, 1991 <br /> Page 2 of 6 <br /> <br /> <br />
