Parks Supervisor Riverblood advised that the Boy Scouts of America have advised the City that they believe that there would only be one buyer for the land. He explained that the terms could be worked into the development and nothing would preclude the City from requiring that land. Motion by Commissioner Shryock seconded by Commissioner Barr, to approve the addition of proposed park land along the Rum River, within the Boy Scouts of America property. Motion carried. V oting Yes: Chairperson Johns, Commissioners Erickson, Backous, Barr, Hansen, and Shryock. Voting No: None. Absent: Commissioner LaMere. Case #2: Mississippi River Access Trail Update Civil Engineer Linton displayed the plans from Ramsey Town Center and advised that the completion of the pipe being laid occurred today. He advised that the pipe had been angled so that as residents canoe past they would be unable to see past the bank. He pointed out the existing southern and northern ponds and stated that a trail would be placed between them. He advised there is also a placeholder for a pedestrian bridge to go over Highway 10. He displayed another drawing of a cross-section of the trail and advised that boulders would be placed for seating. He stated that a rain garden would be placed about half way down the trail to catch rain water. He displayed another cross-section and advised that a series of boulders would be placed as stepping stones so that the public would be able to get down to the river. Chairperson Johns questioned if the project would be completed this spring. Civil Engineer Linton advised that per the contract, everything is to be completed, including landscaping, by June 30, 2009. Chairperson Johns questioned if this would intersect at all with Riverdale Park. Civil Engineer Linton advised that it would not cross Riverdale Park. Commissioner Shryock commented that the current trail ends at the river and questioned if there were plans to continue that trail. Civil Engineer Linton advised that the trail could be extended east, but that it had not been planned as of yet. Parks Supervisor Riverblood advised that while stormwater projects normally are not that exciting, this project has been rewarding. Not only did it come in well under the anticipated budget, the water is being discharged clean through the storm ponds, and the boulders being installed would allow for resident access to the river regardless of the height of the river level. Chairperson Johns thought it was great that this project was coming together and commented that it was due to great planning.
