<br />Councilmember Look arrived at 6:07 p.m. <br /> <br />Management Intern Haugen reviewed some ofthe staff concerns and noted that they don't have a <br />recommendation at this time and are looking for feedback and direction from the Council. He <br />stated that the applicants have a short presentation that they would like to make. <br /> <br />Councilmember Dehen asked about the possible obstructions and expressed concerns about site <br />lines. <br /> <br />Management Intern Haugen stated that none of the improvements fall within the visibility <br />triangle and won't affect the site lines. <br /> <br />Community Development Director Miller stated that the obstruction concern is with public <br />safety and the police department not being able to see what is going on behind the monument. <br /> <br />Barbara Groth, representing the applicants, stated that they appreciated that the project has made <br />it this far. She stated that the professional landscaper from Bachman's is present and can answer <br />any specific questions the Council may have on the monument and landscape layout. She noted <br />that due to time constraints, the same information that they would make in their presentation was <br />provided prior to the meeting, so it doesn't need to be gone over unless the Council has <br />questions. <br /> <br />Councilmember Dehen asked if there would be any additional City costs other than providing the <br />site. <br /> <br />Management Intern Haugen stated that all of the costs would be responsibility of the applicants. <br /> <br />Councilmember Dehen stated that the one concern he has is that there was a project where a <br />developer built a pond and had a liner put in. He stated that somehow the liner was punctured <br />and now the residents surrounding the pond have had numerous discussions with the City about <br />taking over the maintenance of it, even though the developer put the pond in. He stated that his <br />concern is that there may be these same kinds of issues down the road with the City becoming <br />responsible for the maintenance of this monument, which he doesn't necessarily think that is a <br />bad thing, but feels it should be thought about. <br /> <br />Councilmember Elvig stated that he likes the idea a lot and likes the first proposed location. He <br />stated that he can see that there should be a plan for the City to be able to step in somehow, if <br />there are maintenance and upkeep issues. He asked how long term maintenance will be handled. <br /> <br />Management Intern Haugen stated that the maintenance agreement will address all these issues. <br />He noted that if that agreement doesn't work, the City reserves the right to remove or alter any of <br />the improvements. <br /> <br />Community Development Director Miller stated that if it ended up corning back to the City, they <br />would probably end up changing the landscaping so it would be easier to maintain. <br /> <br />City Council Work Session / February 24, 2009 <br />Page 2 of7 <br />
