<br />Case #6: <br /> <br />Introduce Interim Ordinance for a Temporary Moratorium on Wind <br />Turbines for the Purpose of Developing Performance Standards/Regulations <br />within the City of Ramsey, Anoka County, Minnesota; Case of City of <br />Ramsey <br /> <br />Associate Planner Gladhill stated that this is to introduce an interim ordinance for a temporary <br />moratorium on wind turbines and generators. He noted that this was discussed at the earlier <br />work session meeting and with this moratorium they are trying to prevent any applications from <br />coming into the City while this is being studied. He stated that staff is recommending that these <br />eventually be allowed as a Conditional Use Permit. <br /> <br />Councilmember Elvig stated that he feels it is a good idea since the City doesn't have an <br />ordinance and there are a variety of turbines. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to introduce an <br />ordinance to enact a moratorium on construction of wind turbines for a period of 6 months. <br /> <br />Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Elvig, Jeffrey, Dehen, Look, and <br />Wise. Voting No: None. Absent: Councilmember McGlone <br /> <br />Case #7: <br /> <br />Introduce Ordinance to Amend Definitions of Primary Residential Garage <br />and Home Occupation in City Code 9.02 (Definitions) <br /> <br />Associate Planner Gladhill stated that this is to amend definitions of primary residential garage <br />and home occupation in City Code 9.02 and clean up the language in the Code. <br /> <br />Councilmember Elvig stated that he remembers when this came about and he appreciates the <br />Council not working at warp speed to answer all the developers when the City is working on <br />ordinances. He stated that the tools in place now give him comfort regarding concerns they had <br />when this was initially opened up. He stated that Ramsey has been an incubator for small <br />businesses working out of their garages and he supports this ordinance. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Jeffrey, to introduce an ordinance to <br />amend the definitions of Primary Residential Garage, and Home Occupation in City Code 9.02 <br />(Definitions). <br /> <br />Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Jeffrey, Dehen, Elvig, Look, and <br />Wise. Voting No: None. Absent: Councilmember McGlone. <br /> <br />Case #8: <br /> <br />Consider Proposal for Police Services for City of Nowthen <br /> <br />Police Chief Way stated that the City received a request from the City of Nowthen for police <br />services. He stated that one of the Nowthen City Councilmembers is present at tonight's <br />meeting, if there are questions. He stated that there is a detailed proposal included in the packet <br />and he is asking for direction on whether to submit this proposal <br /> <br />City Council!
