CASE # <br />CONSIDER RESOLUTION X:XX- AUTHORIZING THE <br />CONSTRUCTION OF SUNFISH LAKE PARK AND TRAIL AND <br />ENTERING INTO A CONTRACT WITH AMERICAN LIBERTY <br />CONSTRUCTION INC. <br />By: Mark Riverblood, Parks Supervisor <br />Background: <br />On January 9th; 2009, City Council authorized staff to let Bids for the construction of Sunfish <br />Lake Park, and trail along Sunfish Lake Boulevard. It was acknowledged that the timing may <br />achieve the most favorable development cost, and also may have the park available for residents <br />as soon as when school recesses for the summer. The following is a brief summary and- timeline <br />of events leading up to this point in time: <br />o The west side of. Sunfish Lake is proposed as a future municipal park in the .early 1990's <br />o The Parks Capital Improvement Program proposes purchase of the land from the former <br />landfill owner and operator (Waste Management) <br />o The park land is acquired in 2001 as part of a industrial land acquisition-also resulting, <br />in the construction of Sunwood Drive west of Sunfish Lake Boulevard . <br />o The Village of Su~sh Lake is platted in 2003, resulting in an additional $300,000 in <br />park and trail fees collected for the area <br />o As part of the platting, it is determined that the future Sunfish Lake Park would fulfill the <br />passive park and recreation needs of those residents east of, and near the lake <br />o Trail construction from Sunwood Drive to the Fox Knoll subdivision along Sunfish Lake <br />Boulevard is identified as a lugh priority at the same time as the school walking zone is <br />established <br />o City Council authorizes concept plan development upon recommendation by the Park and <br />Recreation Commission <br />o Residents within 3/4 mile of the proposed park are polled on their desires for the park land <br />o Three park plan concepts, including all of the residents' recommendations are prepared <br />o The best features of each concept are refined into a proposed Master Plan for Sunfish. <br />Lake <br />o In the Summer of 2008, the Park and Recreation Commission and City Council approve <br />the Master Plan and direct staff to develop Plans and Specs <br />o A collaborative is developed between the city and Anoka Ramsey Community College, <br />.for the development of the interpretive signage residents' requested for the park <br />o In December 2008, the Park and Recreation Commission approved the Plans and Specs, <br />and recommend City Council advertise for Bids <br />o City Council authorizes the project to move forward in January 2009 -with the <br />subsequent Bid opening occurring on March 11th, 2009, and the Park azid Recreation <br />Commission recommending the Bids be approved on March 12th. <br />-147- <br />
