MUSA <br /> <br />EXPANSION ADHOC COMMITTEE <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The MUSA Expansion Adhoc Committee conducted a meeting on Thursday, June 6, 1991 at <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gilbertson <br />Councilmember Peterson <br />Steven Jankowski, City Engineer <br />Ryan Schroeder, City Administrator <br /> <br />Also Present: <br /> <br />Merland Otto, Hakanson Anderson Associates <br /> <br />CALL TO ORDER <br /> <br />The meeting was called to order at 8:05 a.m. <br /> <br />COMMITTEE BUSINESS <br /> <br />Merland Otto gave a brief overview of the MUSA expansion issue. In 1989, the City submitted a <br />request for an expansion of its Metropolitan Urban Service Area (MUSA) boundary. The total <br />expansion requested was approximately 405 acres of which roughly one half was residential and <br />the remaining half commercial/industrial. Approximately 200 acres of the requested expansion has <br />been granted. The remaining acreage was to be granted in a subsequent Phase II expansion upon <br />the City complying with a number of negotiated conditions. These conditions included the <br />adoption of the 4 in 40 density zoning, and ordinances relative to septic systems and sewer hook- <br />ups. In addition, the City agreed to evaluate the traffic impacts on Highway #10. <br /> <br />Presently, the Phase II expansion is pending action by Metropolitan Council. One member of <br />Metropolitan Council staff, Carl Orn, has indicated the proposed expansion will have significant <br />traffic impacts on Highway #10. Mr. Otto has stated that Metropolitan Council staff has indicated <br />that it will be their position that a recommendation for denial will be presented to Metropolitan <br />Council for the expansion as it presently is being proposed. <br /> <br />The City has two alternative strategies. One would be to appear in front of Met Council and debate <br />Met Council staff recommendation. We could point out that we had done everything which was <br />requested of us. We could also indicate what steps we have taken to mitigate the traffic impacts on <br />Highway #10. A second alternative would be to negotiate with Met Council staff in hopes of <br />swapping an equal amount of residential land in return for commercial and industrial property. A <br />map was presented which suggested areas involved in such a trade. Mr. Otto had indicated that <br />Met. Council staff was somewhat receptive to this idea. <br /> <br />Mr. Schroeder indicated that he would like to have an opportunity to meet Mr. Schwanke and <br />discuss the situation with him. Upon completion of this, City staff will prepare a case for City <br />Council on June 26, 1991 and request authorization to pursue a preferred strategy. <br /> <br />ADJOURNMENT <br /> <br />The meeting of the MUSA Expansion Adhoc Committee adjourned at 9:30 a.m. <br />s~e~~..~~-'' <br />City Engineer <br /> <br /> <br />
