4) <br /> <br />Health Insurance Contribution Increase: The Bargaining Unit is requesting a $235.00 <br />allowance. <br /> <br />5) <br /> <br />Part-time Insurance Request: The Unit feels this is an extremely important issue and they <br />definitely want it considered. <br /> <br />6) Dental Insurance: The Unit will respond following the information requested. <br /> <br />7) Long-term Disability: Withdraw. <br /> <br />8) Disability: The Unit will respond following the information requested. <br /> <br />9) <br /> <br />Life Insurance: The Unit maintains keeping the increase to $20,000.00 and to have it be <br />separate from the Health Insurance. <br /> <br />10&l 1)Leave Provisions (Parental and Funeral): The Unit is asking for a three month guarantee <br /> for parental leave with the ability to use sick leave if eligible, vacation, comp time and/or <br /> leave without pay. The guarantee is for the leave and also that their job will be waiting for <br /> them upon return. The funeral leave request is withdrawn. <br /> <br />12) <br /> <br />Work Schedules: The Unit will trust Employer to be flexible and will withdraw this <br />proposal. <br /> <br />13) <br /> <br />Overtime: Mr. Nelson stated this issue has been "fought over" for a long time and the Unit <br />feels this proposal is very important. <br /> <br />14) <br /> <br />Education Reimbursement: The Unit will trust the Employer to make the improvements <br />and will withdraw this proposal. <br /> <br />The proposal for the Pay Plan is as follows: <br /> <br />General Increase 5% <br /> <br />Performance Increase <br /> <br />4% - Satisfactory <br />5% - Above Satisfactory <br />6% - Superior <br /> <br />A suggestion was that if an employee has not received a satisfactory appraisal, they will be given <br />six months to correct the unsatisfactory area and then will be allowed to collect their increase. If <br />after six months, their performance is not satisfactory, termination proceedings will begin. Also, <br />if the employee does not agree with his review, he may request an appeal with the Personnel <br />Committee. <br /> <br />Mr. Nelson commented that there are a couple of items he would like the Council to note; these are <br />not changes, only that he wants to call their attention to them. The subject items are #4 and #6 in <br />the proposed contract dated October 15, 1990. <br /> <br />Discussion ensued with regard to the general increase and the performance increases and where <br />the biggest percentage of the pay raise should be. <br /> <br />Mr. Nelson stated his understanding is that this contract is essentially temporary to get through <br />this year and that a quick settlement is what everyone wants. Mr. Nelson requested the City to <br />submit, in writing, something regarding the study the City is going to do regarding the positions <br />and the pay ranges.
