Absent:Councilmember Jeffrey. <br /> <br />Case #13: <br /> <br />Authorize Acquisition of 6590 i41 $t Avenue NW <br /> <br />City Attorney Goodrich explained staff has been directed by th~ EDA to facilitate development <br />and redevelopment activity and to acquire properties in the City's Development District No. 1. <br />On February 28, 2006, Council passed a resolution authorizing the City to acquire the subject <br />property through condemnation. Staff has negotiated a purchase agreement with the property <br />owner that would complete the sale without having to condemn the property. The acquisition of <br />this property would be funded through TIF District No.2. Staff feels that the acquisition of this <br />property is consistent with the development program of TIF District No.2 and will promote high <br />quality development on the site. Staff is requesting that the City Council authorize the <br />acquisition of this parcel and to execute the documents necessary to transfer the property into <br />City ownership. <br /> <br />.- <br /> <br />Motion by CouncilmembeX' Cook, seconded by Councilmember Olson, to authorize execution of <br />a purchase agreement and related documents to complete the acquisition of 6590 ~ 141st Avenue <br />NW, contingent on City Attorney approval. <br /> <br />Motion carried. Attorney Goodrich reviewed" that the City of Ramsey has been acquiring parcels in the <br />officially mapped corridor for U.S. Highway 10. Right-of-Way Acquisition Loan Funds (RALF) <br />have been used to acquire and demolish unsightly buildings along the corridor. On occasion, <br />. Council has decided to lease ou~ properties that it has acquired on Highway 10. Management of <br />the former NAU building has been assigned to Premier Commercial Properties and a <br />management agreement has been entered into. The parcel known as Ralph's Gun and Pawn has <br />been added to the. attached management agreement and staff is looking to approve this addition. <br />Staffhas negotiated the terms ofthe proposed management agreement with Premier Commercial <br />Properties and is' requesting authorization to enter into the Management Agreement. Staff would <br />also like to add the imminent purchase of the Anchor1s Away property to this agreement with a <br />fee schedule of 5% of. Cross receipts with a monthly minimum of $400 per month.
