Mr. Boos replied there will be minor revisions. <br /> <br />The Council and the Commission proceeded to review the plan. <br /> <br />The Council and the Commission proceeded to review the Park Dedication Ordinance. <br /> <br />Mr. Jankowski stated that the park dedication is either satisfied with land or cash and is <br />decided by the amount of land involved. This process is handled by the Park and Recreation <br />Commission. They decide if land or cash is needed and make that recommendation to the <br />City Council. He added that sometimes this is taken care of with open space dedication <br />which can also be wetlands. <br /> <br />Chairman Hetland stated that in the past there was no land or money decided upon for park <br />dedication. The developer would designate an outlot and deed the title to the City of Ramsey <br />but nothing was done with it. <br /> <br />Councilmember Peterson commented he feels that the plan presented is one of the best 5 year <br />comprehensive improvement plans in the City. He asked the Commission if there was <br />anything they felt needed immediate attention if the funding was available. <br /> <br />Mr. Boos asked the Council for input on what they feel should be top priority on the <br />Comprehensive Plan and how much money would be budgeted this year. <br /> <br />Acting City Administrator Helling stated it is impossible to estimate how much money will <br />be available due to current and future cuts. She recommended that the Park and Recreation <br />Commission submit a budget detailing the projects they would like to have funding for this <br />year. <br /> <br />Councilmember Peterson inquired about the park survey that was to be completed by <br />residents. <br /> <br />Chairman Hetland feels that the importance of the survey was lost. The idea was to find out <br />what the citizens wanted to see done in the City, not to find out how they feel about a bond <br />issue. He explained that the reason the RYAA was not asked for their input was because it <br />would become a survey for specific groups when the intent of this survey was to be for all <br />residents. <br /> <br />Councilmember Beyer stated that she feels the Park and Recreation Commission should <br />educate the people regarding a bond issue. She suggested splitting the park bond issue into <br />sections. She also suggested using a financial consultant. She also expressed her opinion <br />that a referendum would be a good idea and assure no surprises for the resident at the polls. <br /> <br />Mayor Gilbertson suggested finding out which parks are being used the most and <br />concentrate on those. <br /> <br />Chairman Hetland informed the Council that the Park and Recreation Commission reviews a <br />park each month. Although the Commission does not have any money at this time, it does <br />give them an idea as to which parks are being used and what the residents would like to see <br />done with them. <br /> <br />Mr. Boos stated that he feels it survey is a good way to get this information for the Park and <br />Recreation Commission. <br /> <br />JOINT CITY COUNCIL/PARK AND RECREATION COMMISSION / MAY 9, 1991 <br /> PAGE 2 OF 4 <br /> <br /> <br />
