<br />City Engineer Jankowski stated that, at this point, they will not know exactly what the impacts <br />would be until it is ordered because they don't know the location of all the septic systems, for <br />example. <br /> <br />Councilmember McGlone stated that the curb and gutter issue was discussed and this area <br />wouldn't be eligible for sewer and water for a long time, but concrete curb and gutter is generally <br />a good idea. He stated that the Fire Chiefhad also made statements about a 22-foot wide road <br />and asked him to make comment to the Council. <br /> <br />Fire Chief Kapler stated that from mirror to mirror a fire truck is 10 feet wide so to have two of <br />them side by side would be 20 feet and wouldn't give them room to pass each other. <br /> <br />Councilmember Elvig stated that he believes the position the neighbors will likely take is <br />denying this project if it is wider than 22 feet. He stated that anything would be better than it is <br />now for getting a fire truck down the road. He stated that he understands it is against our policy <br />to go to a 22 foot width. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Dehen, to ratify the <br />recommendation of the Public Works Committee and adopt Resolution 09-03-053, receiving the <br />feasibility study and setting a date of April 14, 2009 for a public hearing on the project. <br /> <br />Motion carried. V oting Yes: Mayor Ramsey and Councilmember Look, Dehen, Jeffrey, <br />McGlone and Wise. Voting No: None. Abstain: Councilmember Elvig. <br /> <br />Case #4: <br /> <br />Consider a Resolution Eliminating Two Positions <br /> <br />Human Resource Manager Reed Kone' stated that the Community Development Director <br />conducted analysis on the work hours which showed an excess of two full-time positions. She <br />stated that this would mean laying off the two least senior employees in the Building Inspection <br />department. She noted that $118,000 will be added into the budget and these cuts will not <br />impact service levels. She explained the two-week notice and severance policy. She stated that <br />the layoffs would be effective March 25,2009. <br /> <br />Councilmember Elvig stated that it is unfortunate that people are losing their jobs due to lack of <br />work. He reiterated that it is unfortunate but is a good proactive move by the Council and staff. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Look, to adopt Resolution #09- <br />03-054 eliminating two Building Inspector positions and to layoff Scott Jensen and Steve <br />Burnham, effective March 25,2009. <br /> <br />Discussion: Councilmember Look stated that he echoes Councilmember Elvig's statement and <br />the Council has had to make some really tough decisions. He stated that the labor agreement ties <br />our hands because the City cannot look at who necessarily does the best work, but must go with <br />the least senior. Councilmember Wise stated that this was not a decision that anybody relished, <br />but he believes this was an instance where it needed to be done and should probably have been <br />done sooner.
