Juniper ridge Partnershi_~

Project Manager James Gromberg outlined Mr. Les and Jack Miller's River's Bluff P.U.D. and
their proposal for park dedication.

Para Rossing, 15610 Erkinm Street N.W., Ramsey - commented that while horseback riding, she
had noticed that the area in question is very wet and probably not suitable for athletic facilities.

Commissioner Swokowski stated that he also lives nearby and agreed that it is more conducive to
passive uses.

Discussion ensued as to its suitability for parkland and in particular, the bluff lines' steepness.

Parks/Utilities Coordinator Mark Boos reminded the Commission that it is very difficult to
traverse a steep grade with only 35' to change direction within and still provide adequate
buffering. He further noted that in some portions of the bluff line, the grade is about two or three
to one.

Mr. Gromberg stated that the bluff line is at about the end of the property lines.

Mr. Boos inquired if a topo was available.

Chairman Hetland asked Mr. Gromberg if he knew what the site looked like to which Mr.
Gromberg replied he did not.

Discussion ensued. A resident south of the proposed P.U.D. stated that if the Commission was
to require the trail corridor to be at the southern portion of the development, she would then be
opposed because she has had problems with robberies.

Chairman Hetland asked if there were any further comments from residents in attendance.

Mr. Boos asked the Miller's if there would be a problem with the Commission verifying a topo or
inspecting the site and how that might impact the Miller's schedule.

PARK AND RECREATION COMMISSION / AUGUST 8, 1991
PAGE 2 OF 5
