However, the only issue that is before the <br />Commission now is the possible sale of Lot 9, Block 2 in Windsorwood Addition. <br /> <br />Jan Bucher, 8550 - 176th Avenue N.W., Ramsey - brought a petition with her that dealt with <br />opposition to trails in their area. <br /> <br />Commissioner Swokowski reviewed the petition. <br /> <br />Commissioner Lokker excused himself about 8:00 p.m. <br /> <br />In response to Ms. Florentius' comments about the trail system, Mr. Boos stated that the letter <br />they received detailing the events of Lot 9, Block 2, contained his personal observations of Lot <br />9's value to the residents, however, in that regard, also used wording like "could be" and <br />"possible future trail head". Further, the last place the City would look to for trail development, <br />when and if monies are available, would not be an area where it is not desired. The focus would <br />be on connecting high use areas like Central Park and urban areas with higher population <br />densities. Windsorwood and Countryside Estates would have less of a need for trails because the <br />lots are larger and traffic speeds and volumes are less. <br /> <br />Commissioner Swokowski suggested that the issue be tabled until ownership of the connecting <br />outlots to Lot 9 could be established. <br /> <br />Chairman Hetland stated (to the residents) - you may want Lot 9 for a neighborhood park if a trail <br />corridor is not in place. Some residents agreed. <br /> <br />Consensus was to table this issue. <br /> <br />Case #4: Consider Allowing Neighborhood Composting in Autumn Heights <br /> park <br /> <br />Chairman Hetland introduced Case #4 dealing with composting in Autumn Heights Park. <br /> <br />Mr. Boos presented background on that activity and distributed a petition and letters both <br />opposing and supporting composting in the park. <br /> <br />Chairman Hetland suggested that there be no composting or dumping materials of any kind in any <br />City parks. <br /> <br />Commissioner Swokowski was in agreements. <br /> <br />Consensus of the Commission was to disallow composting in Autumn Heights Park. <br /> <br />Case #5: Discussion and Status of Park Facility and Tournament Fee~ <br /> <br />Mr. Boos stated that the reason the tournament, park facility use, policies and fees were brought <br />to the Park and Recreation Commission again was that the Commission's proposal would soon be <br />before the City Council and staff requested direction and affirmation on particularly the <br />tournament field use rate. <br /> <br />Consensus was for staff to make the decision on the tournament field rate and to remain <br />competitive. <br /> <br />~.QMMISSION INPUT <br /> <br />Commissioner Swokowski asked if the City had any involvement with the Intemational Special <br />Olympics. <br /> <br />PARK AND RECREATION COMMISSION / AUGUST 8, 1991 <br /> PAGE 4 OF 5 <br /> <br /> <br />
