Councilmember Jeffrey introduced the following resolution and moved for its adoption: RESOLUTION #09-02-046 RESOLUTION AUTHORIZING AN AUTOMATIC FIRE AID AGREEMENT OF THE COMMUNITIES OF NOWTHEN, OAK GROVE, RAMSEY, AND ST. FRANCIS WHEREAS, the communities of Nowthen, Oak Grove,. Ramsey and St. Francis recognize the need for an agreement to provide fire department resources to each other, and WHEREAS, the cities of Nowthen, Oak Grove, Ramsey and St. Francis have entered into this agreement with the desire to make available to each other their respective fire service equipment and personnel to assist each other automatically on weekdays, Monday through Friday from 5:00 am until 5:00 pm; and WHEREAS, this agreement is in place inclusive to other Joint Powers Agreements such as the Anoka County Fire Protection Council Joint Powers Agreement; and WHEREAS, Minn. Stat. S438.08provides that a city may by resolution authorize it's fire department, or a portion thereof, to attend and serve at fires or emergencies outside the limits of the municipality; and WHEREAS, Minn. Stat. S471.59 authorizes political subdivisions of the State of Minnesota to enter into Joint Powers Agreements for the joint exercise of powers to each. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the City Council of the City of Ramsey authorizes an agreement to provide Automatic Fire Aid to the communities of Nowthen, Oak Grove, Ramsey, and St. Francis. 2) That the Mayor and City Administrator are hereby authorized to execute the Joint Powers Agreement for Automatic Mutual Aid.
