<br />Councilmember Jeffrey introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #09-02-047 <br /> <br />RESOLUTION AUTHORIZING STAFF TO APPLY FOR FIREWISE GRANT MONIES <br />TO ADDRESS DEAD AND DYING PINE STANDS <br /> <br />. WHEREAS, predisposing agents, including drought, European pine sawflies, and a hail <br />event have weakened the defense systems of many pine trees, making them more susceptible to <br />certain pathogens, including Diplodia; and <br /> <br />WHEREAS, multiple stands of pines have exhibited symptoms of severe dieback and/or <br />death; and <br /> <br />WHEREAS, these stands of dead and/or dying pine trees pose a potential fire hazard to <br />surrounding homes and structures and, if left unmanaged, will provide ideal breeding sites for <br />pine bark beetles, leading to potentially even greater tree losses; and <br /> <br />WHEREAS, through a joint effort. between Ramsey and Andover, Staff hs been <br />reviewing possible options that may be available to assist landowners most severely impacted by <br />this situation; and <br /> <br />WHEREAS, funding through the MN DNR's Firewise program may be available to <br />assist interested and willing landowners address this situation. . <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the City Council of the City of Ramsey authorizes Staff to apply for Firewise grant <br />monies, jointly with the City of Andover, to address and mitigate the mortality and <br />. dieback occurring within certain pine stands. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Wise, and upon vote being taken thereon, the following voted in favor. thereof: <br /> <br />Mayor Ramsey <br />Councilmember Jeffrey <br />Councilmember Wise <br />Councilmember Dehen <br />Councilmember Elvig <br />Councilmember Look <br />
