NOTE PLANNING AND ZONING COMMISSION MEETING MINUTES <br /> <br />The Park and Recreation Commission members noted the following Planning and Zoning <br />Commission meeting minutes: <br /> <br />1) <br /> <br />Planning and Zoning public hearing and regular meeting minutes dated October 1, <br />1991. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Review and confirm interpretation of park dedication <br />requirements. <br /> <br />Mr. Boos stated that this issue was tabled at the October Commission meeting; however, <br />that time the Commission discussed Subdivision 9, Required Improvements. The <br />consensus was that each development is unique and the required improvements needs to be <br />examined individually. The Commission did not have a consensus with regard to <br />Subdivision 8, Scenic Easements. Mr. Boos paraphrased Subdivision 8, Scenic <br />Easements and asked if the Commission felt that 25 percent park dedication credit could be <br />allowed for private open space when the verbiage within Subdivision 8 read "dedicate to <br />the public". Mr. Boos suggested that if allowing credit for private open space was not <br />consistent with the language intent, then perhaps the words "dedication for public <br />purposes" could be substituted for "dedication to the public". Following discussion, the <br />Commission agreeded that the City Attorney Bill Goodrich should provide an interpretation <br />of the language. <br /> <br />Case #2: <br /> <br />Review park and trail plan for Cedar Hills, Chestnut Ponds, <br />Windemere Woods, Chestnut Hills and surrounding <br />Neighborhoods. <br /> <br />Mr. Boos stated that the purpose of this case is to confirm direction with regard to the <br />nature of park and trail development in the southeast portion of the City of Ramsey. He <br />added that, for convenience, the parkland, within the aforementioned developments, is <br />referred to in this case as Magnesium Park. The Commission will need to formally name <br />this park. Mr. Boos informed the Commission that construction is taking place in and <br />around Magnesium Park. Two years ago the Commission recommended that <br />"Magnesium" Park contain softball and football/soccer playing fields. Mr. Boos suggested <br />a review of all the different park puzzle pieces in this are and their relation to each other. <br />He stated that the current and future density in and around Magnesium Park necessitates <br />careful integration of trails and park facilities to minimize the need for duplication of <br />facilities and provide a safe and pleasant access; but not to over burden any one element. <br /> <br />City Administrator Ryan Schroeder clarified some of the details in regard to park <br />assessments-and when park dedication dollars might be expected. The consensus of the <br />Commission was that new developments that impact existing park facilities to fulfill <br />recreation needs as opposed to self-contained facilities, should have an appropriate per lot <br />assessment in addition to minimum park dedication. <br /> <br />The Commission also agreed that priority should be given to the development of Ramsey <br />Terrace Park and its connection to Flintwood Hills. <br /> <br />The consensus of the Commission was to support the conceptual plan presented by City <br />Staff including the trail segments in this area currently shown in the Comprehensive Plan. <br /> <br />PARK AND RECREATION COMMISSION / NOVEMBER 14, 1991 <br /> Page 2 of 4 <br /> <br /> <br />
