9.16 Personal Use Heliports 9.16.01 Detmitions Emergency Landing - An unplanned and unanticipated landing of an aircraft made to prevent personal injury or loss of life. ' Helicopter - An aircraft supported in the air by rotors. Heliport - An area of land that is used or intended to be used for the landing and takeoff of helicopters, and includes its buildings and facilities. Operator - Pilot, of aircraft. Personal Use Heliport - Restricted to use by one person. Private Use Heliport - For use by multiple persons at the invitation of the owner (an example would be a heliport at a hospital). Public Use Heliport - Unrestricted and open to the public. ' 9.16.02 General Rule. The use of any lot or outlot within the City for helicopter take- offs or landings, "either on a regular, temporary or oceasional ~a~is,.~hall require a Conditional Use Pennlt (Permit). Said Permit shall be processed- and enforced in accordance with Ramsey City Code Chapter 9 (Zoning and Subdivision of Land), Section 9.03.05 (Conditional Use Permits). '- - . ~~. "- 9.16.03 Exceptions. Operation of helicopters at unlicensed heliports shall be permitted under the following circumstances: a, b. ' ) Emergency landings; . Landings or takeoffs of an aircraft of a governmental agency operating in its official capacity; or Landings or takeoffs whlch the City is pre-empted from regulating. c. 9.16.04 Heli~ort Permits. 'a. The Permit for a Personal Use Heliport may be issued if the City Council makes the following findings: 1. Noise levels comply with Minnesota Rules Chapter 7030. 2. That the aircraft operator is licensed to the extent required by FAA. 3. The use heliport is licensed by MnlDOT Office of Aeronautics. 4. In the event the applicant for the Permit does not own the property on which the heliport is proposed to be sited, the applicant must
